Against the background of Switzerland’s objectives in the peace- and security policy, the Federal Council founded between 1995 and 2000 in Geneva three centres on the field of security policy, with DCAF being the biggest one. It is a globally leading centre of excellence for reform, transformation and good governance in the security sector. DCAF’s core mission is to assist its Member States, partners and the international community at large in their efforts towards good governance and reform of the security sector. |

The Swiss core contribution has been approved with a credit frame in a separate bill to the Parliament, which tasks SDC with the partnership to DCAF. SDC’s engagement in Security Sector Reform is anchored in the Bill to the Parliament 2013-13 for International Cooperation. In Eastern Europe, SDC supports reform processes in the domains of democracy and rule of law, including activities in the security sector. In fragile situations, state building and state reform including also the security sector is key to preventing and overcoming crises, conflicts and catastrophes. |

Broad variety of results include e.g.: Reinforced role of parliaments in security sector governance at regional and national level Development of an Oversight Mechanism to support the Int. Code of Conduct for Private Security Service Providers Handbooks and manuals produced by DCAF are in use in many countries and organizations. Civil society organizations built up capacity related to SSR with DCAF’s assistance.

The external and independent review of the Geneva Centers of 2014 gave good marks to DCAF for operational performance but emphasizes the need of a comprehensive change process towards result orientation on operational and management level. SDC in 2015 will: follow up on the ongoing learning process towards RBM and steer the implementation of the recommendations of the 2014 external review to increase coordination and coherence among key donors on institutional and strategic level aim at a merit based recruitment of the new director The next dispatch (2016-2019) integrates the recommendations of the review and will be discussed in 2015 in parliament.

Outcome 1: DCAF’s analytical and research products shape the international conceptual approaches to SSR/SSG, according to international standards. Outcome 2: DCAF’s strategic and conceptual approaches are successfully implemented and bridge gaps between policy framework and operational activities. Outcome 3: People in 2 selected areas of DCAF supported SSR feel improved security and access to justice. The 2014 evaluation of the 3 Geneva Centers showed that outcome 1 and 2 are nearly achieved. The ongoing Results based Management process will set the basis to be able to report on outcome 3 at the end of 2015.

The Swiss core contribution to DCAF used to be managed by the DDPS and FDFA (PD IV) until 2010. The Federal Council handed over the responsibility to the FDFA as of 2011. SDC contributed to reduce the complexity of the steering process for the Swiss core contribution, when formulating the new credit dispatch. |
