The International Land Coalition (ILC) is a global action network created in 1995 to help address land tenure insecurity and inequality in developing countries. Through its membership (116 members) and its global coverage (ca. 50 countries), ILC combines the strengths of different stakeholders (civil society organisations, international organisations and research centres) to enhance secure and equitable access to land for poor rural populations through influence on country policies and on land-related regional and global processes.

Contexto

Secure and equitable access to agricultural land and natural resources is a key development challenge. Since the global trend towards growing competition for land and water resources is not likely to decrease, advocacy for, support to and enforcement of pro-poor land governance and policies must be pursued simultaneously at local, country, regional and global levels.

Objetivos

ILC’s goal is to enable poor rural women and men to gain secure and equitable access to and control over land to increase their food security and overcome poverty and vulnerability.

Grupos destinarios

Rural poor populations (including marginalized groups) in developing countries, with particular emphasis on 16 countries where a “national engagement strategy” is implemented during the phase (2013-2016): Albania, Bangladesh, Bolivia, Cambodia, Colombia, Guatemala, Honduras, India, Indonesia, Kenya, Madagascar, Nepal, Niger, Peru, the Philippines and Rwanda.

Efectos a medio plazo
  1. Influence the formulation and implementation of national land policy for the benefits of rural people;
  2. Influence global and regional land-related processes and systems in favour of pro-poor land policies and governance;
  3. Build the world’s leading knowledge network on land governance, contributing to substantive improvements in the monitoring, sharing and uptake of land-governance knowledge;
  4. Strengthen ILC as a vibrant, solid, and influential global actor on land-related issues.

Individual projects benefitting from SDC’s earmarked support will also be monitored and assessed against these outcomes.

 

Resultados

Resultados de las fases anteriores:  

  • ILC’s unique composition and its hosting by the International Fund for Agricultural Development (IFAD) have allowed it to build multistakeholder alliances, to forge innovative partnerships and to launch land-related initiatives, such as the Land Matrix.
  • ILC actively supported the preparation and finalisation of the Voluntary Guidelines on Responsible Governance of Tenure of Land, Forests and Fisheries (VGGT).
  • ILC has gained internal consistency (new monitoring and evaluation framework) and international credibility. The division of labour betweeen ILC Secretariat and the three regional hubs (Africa, Asia, Americas) still needs to be monitored.
  • ILC’s resource mobilisation efforts have brought several bilateral donors opting for multi-year (unearmarked) contributions.
