UNDP - Strengthening Disaster Risk Governance in Tajikistan (SDRGT)

Due to frequent occurrence of natural disasters the Government has endorsed number of laws and regulations, and developed relevant structure for DRM. However, the disaster risk governance requires further improvement. The project will assist the Government to expand approaches to risk governance at the national level involving the Government, civil society and the international community and improving local risk governance using risk assessments and risk informed land use planning targeting land owners and users.

Contexte

Tajikistan, a high mountainous country, is highly prone to natural disasters, aggravated by climate change impacts. Yearly, disaster-related economic losses amount in average over 28 mln USD. The Government of Tajikistan and other stakeholders are developing a new strategy for DRM for 2016-2030, linked to efforts initiated under the 2010-2015 National DRM Strategy, and the Sendai Framework for DRR. In addition UNDP supports the Government and the Committee of Environmental Protection in the process of development of a National Climate Change Adaptation Plan for DRR. Despite these efforts the disaster risk governance has to be improved and strengthened on all, national and local, levels.

Objectifs

The overall goal of the intervention is to reduce negative human and material impact of disasters on Tajikistan by improving the governance of these risks.

Groupes cibles

The project will focus on government, private sector and international organizations based largely in Dushanbe (members of DRR National Platform, REACT etc.) as well as the population of 425,900 of South-Central Tajikistan (Vose, Hamadoni and Kulob districts) and the population of 146,300 of Syr Daria Basin (Kanibadam District). Additionally the River Basin Working Groups (future RBO to be established by the Government in 2019) and local NGO’s will be reached at community level.

Principaux résultats antérieurs:  

Switzerland has supported five projects implemented and co-funded by UNDP form 2008-2015 totalling 3 mln USD, with three of the projects focussing on development of risk management capacities in Committee of Emergency Situation and other institutions: Support to National Disaster Response Capacity (2008-11); Strengthening DRM, Planning and Coordination Capacity at National and Local Levels (2009-11); and, Improved Policy Making Mechanisms for DRR Initiatives (2012-15). Main achievements of the later were the adoption of a risk assessment methodology and a methodology to integrate DRR into development planning on district level (DDP), the integration of DRR into DDP, the establishment of the National Platform for DRR and Expert Working Group and integration of DRM into National Development Strategy. The SDC support over time was provided in line with global efforts addressing consequently response, risk management and risk reduction measures in Tajikistan.

Synergies and collaboration is foreseen with the Pilot Program for Climate Resilience (WB, ADB, and EBRD), other UNDP DRM projects (co-funded by Russia and most likely by the Government of Japan) and the following SDC funded projects: (Caritas Switzerland in Muminabad, Helvetas Consortium in Ferghana Valley, AKDN in Rasht Valley, FOCUS/MSDSP in the Pamirs and SDC supported Water Policy Dialogue).
