From Access to Inclusion: Advancing Health System Integration for Refugees (FAIR Health)

The intervention targets health authorities (MoH, NHIC) and public healthcare providers at all levels, as well as authorities managing migration.

The intervention will benefit refugees from Ukraine, third-country nationals displaced by the war in Ukraine or other countries, asylum seekers, stateless persons, uninsured migrants, and other foreign nationals facing barriers to accessing health services.

1. National health authorities strengthen and operationalise sustainable and integrated mechanisms for financing, reimbursement, and governance of health services for refugees and other vulnerable foreigners.
2. Refugees and other vulnerable foreigners benefit from gender- responsive and inclusive information, support and empowerment, enabling them to access health services equitably.

Principaux résultats attendus:  

• Enhanced policy and regulatory framework and institutional capacities of the health care system to facilitate access for refugees and vulnerable foreigners.
• Reimbursement of eligible health services for refugees through NHIC.
• Development of sustainable health financing mechanisms, incl. forecasting, costing and health financing tools, improved monitoring and reporting systems.
• Gender-responsive and inclusive outreach and information mechanisms enabling refugees and other vulnerable foreigners to access available health services.
• Community-based, non-clinical mental health and psychosocial support services accessible to refugees and other vulnerable foreigners.

Principaux résultats antérieurs:   Previous Swiss-supported refugee health interventions enabled thousands of refugees to access primary, specialized and hospital care, compensated medicines, oncology services, dialysis and mental health support. They also supported the Ministry of Health (MoH) and the National Health Insurance Company (NHIC) in establishing reimbursement, forecasting and monitoring mechanisms for refugee health services, providing the foundation for a more sustainable system-based approach.
