Energising Development - Support to the Energising Development (EnDev) Partnership


Providing sustainable access to needs-based and climate-friendly energy services to households, health centres, schools, and small enterprises improves the livelihoods of beneficiaries through reduced indoor air pollution, improved access to information, enabling of revenue generating activities, and enhanced quality of public services, all while reducing CO2 emissions. Energising Development (EnDev) is an impact-oriented partnership of Switzerland and other donor countries supporting universal energy access.

Contexte

Nearly 800 million people do not have access to electricity and almost 3 billion people are using solid biomass for cooking, typically on open fires. The lack of access to modern energy services compromises health, educational and economic development and contributes to environmental problems and greenhouse gas emissions.

Over the past decade, substantial progress in energy access has been made. However, the COVID-19 pandemic has put this progress into reverse. The International Energy Agency estimates that a rise in poverty levels worldwide in 2020 may have made basic electricity services unaffordable for more than 100 million people who already had electricity connections, pushing these households back to relying on more polluting and inefficient sources of energy. At the same time, the pandemic has underlined the importance of energy access for health facilities in order to improve their preparedness for the diagnosis and effective management of patients as well as for the save storage of related drugs, vaccines and consumables.

The Energising Development (EnDev) Partnership is a successful multi-donor partnership in the spirit of donor alignment and harmonisation aiming to provide sustainable access to modern and climate friendly energy services to low-income households, health centres, schools, and small enterprises in selected countries in Africa, Asia, and (decreasingly) Latin America. At least 60% of its funds are spent in Sub-Sahara Africa and in LDCs, respectively, supporting the achievement of Nationally Determined Contributions (NDCs) under the Paris Climate Agreement and the Sustainable Development Goals (SDGs).

Objectifs The overall goal of the Energising Development Partnership is to contribute significantly to achieving universal energy access by initiating and developing inclusive and sustainable energy markets. Improved access to needs-based, climate-friendly energy for households, social infrastructures and micro, small and medium-sized enterprises contributes at the same time to combating climate change through the mitigation of CO2 emissions. This will ultimately contribute to sustained and improved livelihoods of those in need.
Groupes cibles The main target group of EnDev are households in rural areas that lack basic services, micro, small and medium-sized enterprises (MSMEs) that lack energy supply for productive use and public social infrastructure such as schools and clinics.
Effets à moyen terme The number of poor households, social infrastructures, and micro, small and medium-sized enterprises in selected countries that have access to needs-based, climate-friendly energy supply has increased.
Résultats

Principaux résultats attendus:  

EnDev fosters access to needs-based, climate friendly energy supply along the following outputs:

1. On the demand side, conditions for investments have improved.

2. On the supply side, the scope of such energy supply systems for consumptive and productive use has increased.

3. The enabling environment has improved.

4. Implementation experience of innovative approaches is available.


Principaux résultats antérieurs:  

EnDev’s results stand at (2005 to 2020):

·    23.8 million people have gained access to modern energy services

·    73,550 micro, small and medium-sized enterprises grew their business through the productive use of energy.

·    28,500 social institutions have gained access to modern energy services, including 18,350 schools and 2,080 health centres.

·    29,992 people provided with additional employment

·    2.39 million tons of greenhouse gas emissions are reduced annually, resulting in total reductions of 17 million tons so far

Given the persistent needs, EnDev’s mandate has been extended until 2025. Consequently, partners have adopted an updated strategy, logframe and governance principles, taking into account the latest trends and evolutions.
