Increase Capacity to Evaluate SDG – single phase
The Swiss Agency for Development and Cooperation (SDC) is supporting EvalPartners and their sub-networks in developing Evaluation Capacity as a key pillar in good governance. The work of EvalPartners has helped to shape the international agenda for evaluation, encouraged the evaluation profession to take a more global approach in addressing world problems, and created a platform for evaluation capacity development. SDC supports the vision and mission of EvalPartners, and namely the two flagship programs for Strengthening National Evaluation Systems and the “Evidence Matters” campaign, with the key aim of increasing the capacity to evaluation the Sustainable Development Goals (SDGs).

| Contexte |
The use of data and evidence for informed decision-making, the design and implementation of national programs, policies and strategies is still limited in many countries. Existing low levels of Evaluation Capacity on different levels (individual, institutional, enabling environment) is a hindering factor for increased access and use of evidence; especially also for the design and implementation of adequate national policies for implementing the Agenda 2030. The evaluation and corporate controlling division (E+C), together with the Global Institution Division (GI) leverages its support through a unique dynamic network of evaluation networks (EvalPartners) with partners from the UNSystem, Civil Society, Parliamentarians, Academia, funding agencies, and others. |

Principaux résultats attendus: Principaux résultats antérieurs: (EvalGender+, a sub-network of EvalPartners has been supported from 2015-2017 (7F-09490.01) through UNWomen. Key results: The small contribution had a great leverage in outreach, due to the network of EvalPartners. A first guide to evaluate the SDGs through a social equity and gender equality lens was developed and disseminated. Capacity to evaluate SDGs at national levels were developed. Key insights: the EvalPartners Network is a unique global platform for evaluation capacity development; and it can play an important role in fostering capacities for effective use of evaluation for evidence-based programming, policy making towards the SDGs and Agenda 2030. The achieved results from the Gender+ network should be consolidated and integrated in any future support). |

| Coordination avec d'autres projets et acteurs | This activity has been identified as a complementary key activity to E+C’s support to CLEAR and IPTED in the framework of increasing evaluation capacity. It is in synergy with the vision and mission of the ECD task force of the OECD/DAC EvalNet, and complementary to SDC’s Global Institutions Division grants to multilateral organizations (UNDP, UNFPA, UNICEF, UN-Women and IFAD). The activity is in sync with SDCs Evaluation Policy (draft 3.0, November 2017), the E+C Strategy 2016-2019, the Implementation Concept of Mainstreaming the 2030 Agenda in Swiss International Cooperation (Draft 2.0, October 2017), and initiatives with regard to Leaving-No-One-Behind (LNOB). |
