UN COVID-19 Response and Recovery Trust Fund (MPTF)
The MPTF provides the opportunity to alleviate the socio-economic impacts of COVID-19 on the poorest countries. It complements Switzerland’s support to the UN’s humanitarian response beyond the immediate sanitary response. It is an opportunity for a coherent and coordinated UN COVID-19 response. It is an expression of Swiss solidarity to avoid that people fall into poverty and that inequalities between people and countries grow as a result of COVID-19.

| Contexte | The end of the global COVID-19 crisis is not known yet, but it is clear that it will have significant development impacts on livelihoods and economies, with poverty figures expected to rise if not tackled early on in the crisis. It is in Switzerland’s interest to support poor countries and their people affected by a global pandemic through a global and well coordinated UN response. The Swiss Agency for Development and Cooperation (SDC) is well positioned to lead part of this effort through its engagement with humanitarian actors, health sector actors as well as with development actors. By leveraging its development funding for a comprehensive global approach to COVID-19, SDC sends a strong political symbol of solidarity to low and middle income countries with limited means and capacities to absorb the COVID-19 shocks on their population. |
| Objectifs |
The purpose of the intervention is to provide short- to medium-term funding to developing countries to alleviate the socio-economic impact of the COVID-19 crisis with a focus on 1) tackling the health emergency; 2) focusing on the social impact, and the economic response and recovery and 3) helping countries recover better. At the same time it seeks to strengthen the level of coordination among UN agencies in their global response, in line with the guiding principles of the UN Development System Reform. |
| Groupes cibles | The partners of the intervention are UN agencies of UN Country Teams who will support national authorities, small and medium-size businesses and civil society in low and middle income countries in responding to COVID-19. UN development agencies have a comparative advantage because of their long term presence and UN programmes in 165 countries, and especially in the more fragile contexts where the effects of COVID-19 are particularly devastating, including in Africa, the Middle East, Asia and parts of Europe. The UN’s focus on leaving no one behind ensures that the COVID-19 response addresses the needs of poor people (refugees, migrant workers, people with disabilities, women, children, people suffering from multiple vulnerabilities including from climate change, food shortages and economic shocks). |

Outcome 1: Governments are supported to tackle the emergency through a multi-sectorial approach. Outcome 2: Most vulnerable people in targeted countries have access to social and economic protection mechanisms. Outcome 3: Sustainable Development Goals (SDGs) are implemented and countries remain on track towards the 2030 targets. |

| Coordination avec d'autres projets et acteurs | The UN Secretary-General’s Response and Recovery Fund (RRF) is one component of the UN system’s comprehensive COVID-19. It is complementary to 2 other components, the Global Humanitarian Response Plan (GHRP) and WHO’s Strategic Preparedness and Response Plan (SPRP). The RRF is complementary to the COVID-19 response programming of the various divisions of SDC – the humanitarian response and country-level engagements of the Swiss bilateral cooperation. |
