I rivolgimenti politici del 2011 hanno messo in moto un lungo e incerto processo di transizione in Nord Africa. L’impegno della Svizzera mira a sostenere questi Paesi nella transizione politica, economica e sociale. I progetti sono incentrati su democrazia e diritti umani, sviluppo economico e occupazione inclusivi e sostenibili, questioni in materia di migrazione e protezione.

La regione del Nord Africa comprende un gruppo di Paesi con profili molto diversi che per la loro importanza nella politica mondiale e per la loro vicinanza all’Europa rappresentano partner importanti della Svizzera. Tutti questi Paesi devono far fronte alle stesse sfide: elevata disoccupazione, soprattutto giovanile e femminile, corruzione dilagante, disparità regionali ed esclusione politica, economica e sociale, aggravate da un contesto di sicurezza fragile, un’economia stagnante e grandi difficoltà in ambito migratorio.

Transizione democratica e diritti umani
La Svizzera contribuisce a promuovere lo Stato di diritto, i diritti umani, il dialogo politico e la società civile. In Tunisia, la Svizzera ha sostenuto le elezioni a partire dal 2011 e messo a disposizione esperti di diritto costituzionale. La Svizzera aiuta inoltre la Tunisia e l’Egitto a superare il loro passato e appoggia gli enti pubblici nei loro sforzi volti a garantire una maggiore trasparenza.

La Svizzera contribuisce a migliorare le prospettive economiche con progetti pragmatici e innovativi che mirano a rafforzare la competitività internazionale e a rinvigorire le condizione quadro economiche. Al riguardo condivide la sua esperienza nel campo della formazione professionale, sostiene giovani imprenditori e imprenditrici e crea posti di lavoro. Un altro tema prioritario è la gestione sostenibile delle risorse naturali.
Migrazione e protezione
La storia del Nord Africa è caratterizzata da numerosi movimenti migratori sia all’interno dei Paesi e della regione sia come via di transito per le persone che, spinte da motivi economici o in fuga da conflitti, lasciano la loro terra alla volta dell’Europa. Molti sono vittime di violenza, razzismo e sfruttamento, in particolare donne e bambini che sono i più esposti ai rischi. La Svizzera collabora con le autorità locali, la diaspora e le organizzazioni internazionali e bilaterali, protegge e sostiene i migranti a rischio, i profughi e le vittime della tratta di esseri umani difendendone i diritti.
Storia della cooperazione
Dal 2011 l’impegno svizzero nel Nord Africa coinvolge vari dipartimenti ed è portato avanti attivamente dalla Direzione dello sviluppo e della cooperazione (DSC), dalla Direzione politica del DFAE, dalla Divisione Sicurezza umana (DSU), dalla Segreteria di Stato dell’economia (SECO) e dalla Segreteria di Stato della migrazione (SEM). La Svizzera concentra il suo impegno su tre priorità tematiche: transizione democratica e diritti umani, sviluppo economico e occupazione inclusivi e sostenibili, migrazione e protezione. In Egitto e in Tunisia la Svizzera è attiva in tutti e tre i settori. In Marocco è presente con un programma minore e in Libia e in Algeria fornisce aiuto umanitario. In Libia si impegna anche per la promozione della pace.

Through the current intervention, ACTED will adopt a twofold approach aiming to contribute to strengthen the response to protection cases in Libya through enhanced coordination and provision of cash assistance. On the one hand, ACTED will strengthen response capacities through the distribution of one-off cash grants based on ongoing protection monitoring activities. On the other hand, the project will support the voices of INGOs in the humanitarian coordination structure, by developing the activities of the INGO Forum.

Morocco is a country of transit and destination for migrants and refugees, 20’000 of which live on the margins of society, despite the 2014 adopted first ever migration strategy, promising the respect of human rights and access to public services. The “Projet Oriental” facilitates access to health care and provides humanitarian support to 5’600 vulnerable migrants per year and coaches public and civil society service providers to care for the specific needs of the migrants.

Programme de soutien au processus électoral en Tunisie

La pérennisation du processus électoral est une étape fondamentale de la consolidation de la transition démocratique en Tunisie. Ce programme contribuera à l’institutionnalisation des autorités électorales indépendantes, ainsi qu’à l’organisation opérationnelle des scrutins 2016. De plus, il contribuera à la sensibilisation des citoyens, en particulier les jeunes et les femmes, avec comme objectif d’une participation importante de leurs parts dans les processus de prises de décisions. Vu son engagement dans le processus électoral en Tunisie depuis 2011, la Suisse est aujourd’hui considérée comme un partenaire crédible et impartial.
