Inclusive Assistance to Extremely Vulnerable Communities in Cox's Bazar, Bangladesh

To increase meaningful and safe access to essential services of communities affected by the refugee crisis through the provision of rehabilitation equipment and training of health workers. 

The project focuses on the most vulnerable and on people with disabilities while balancing the response to both the host communities and the refugees.

The project will reach over 18’000 individuals with a need for physical and functional rehabilitation from both host communities and the Rohingya population as direct beneficiaries.

The overall population, both refugees and host communities will profit from increased capacities through better trained staff in Cox’s Bazar District Hospital.

Objective: To provide a rapid response to the immediate specific needs of vulnerable populations affected by the crisis.

Outcome 1: Access to quality physical and functional rehabilitation is improved in Cox’s Bazar District Hospital for refugees and members of the host community.

Outcome 2: Vulnerable persons affected physically or psychologically are better equipped to cope with the situation, through direct response to their specific needs

Outcome 3: HI team is prepared to provide a rapid response to monsoon and other climatic events effects

• Capacity building of health workers on basic physical and functional rehabilitation principles in Cox’s Bazar District Hospital
• Protection Mainstreaming, Protection against Sexual Exploitation and Abuse and Child Protection Policies trainings to all field staff and volunteers
• Implementation of preparedness measures to reinforce the response to the effects of the monsoon season
• Setting up of an emergency unit to ensure an early response to the effects of monsoon

Risultati fasi precedenti:   From October 2017 to March 2018 (co-funded by Swiss Humanitarian Aid), HI provided assistance to 1273 individuals for rehabilitation services, 1918 individuals for Mental Health and Psychosocial Support (MHPSS) services and 759 individuals for Protection service through mobile units. This initial phase concluded that a new intervention needs to be more balanced between humanitarian and development assistance. More attention will be shifted towards the reinforcement of the tools, training of staff and partners and improving integrated approaches between sectors. While the static points will be primarily managed by the HI humanitarian team, they will be handed over to longer-term projects and the regular teams that were already providing support to both refugee and host communities even before the influx in August 2017.

The HI response is part of the Joint Response Plan (JRP March 2018 – December 2018).

Coordination is done through the various sector coordination under the lead of ISCG (Inter Sector Coordination Group).

HI is active in forums and discussions to ensure inclusion and disability mainstreaming. HI's extensive knowledge and experience in the Rohingya response since 2007 and expertise in disability and vulnerability programming made it the focal international non-governmental organization for all reference and coordination on disability needs and linked vulnerability, including both refugee and host communities programming.
