Through the lntegrated Local Development Project (ILDP) Switzerland supports Bosnia and Herzegovina (BiH) in establishing a modern development planning system country wide which responds to citizens‘ needs and allows efficient use of budgets and external funds. The ILDP consolidation phase will ensure coherence of development planning and management on all governmental levels, accountability towards citizens, as well as on knowledge transfer to responsible institutions, in order to improve service delivery and accelerate inclusive growth at local level.

Contesto

In 2016, after years of standstill, the EU integration process has been revived with the acceptance of BiH‘s membership application, a promising step towards socio-economic reforms. However the political will to face the many unfinished tasks, ‚ is not really manifest, politicians and political parties pursuing rather own interests than responding to citizens‘ needs. Slow economic growth, increasing inequalities and frozen conflict, aggravated by complex governance and poor public sector performance should be addressed. BiH still does not have a consolidated country-wide development planning and management System in place enabling country-wide quality strategic planning which could more effectively attract financial resources for investments and contribute to improved public service delivery. Main challenges remain the inexistent entity development strategies, underdeveloped legal and methodological frameworks, disconnection between strategies and budgets. Citizens‘ engagement in development decision-making is not sufficient. Previous ILDP phases provide a solid basis to tackle these challenges, also under adverse circumstances.

Obiettivi

Functional development planning and management systems at sub-national levels contribute to better quality of life for the citizens and integration of BiH to the EU.

Gruppi target

Direct beneficiaries are 30 municipalities and all 10 cantons, entity planning institutions (FBIH Deve lopment Planning Institute and RS Strategic Plan ning and Policy Coordination Unit) and policy makers, civil society organizations, local/regional development agencies, entity Associations of Municipalities and Cities and media. End beneficiaries are app. 1,000,000 citizens, including vulnerable groups.

Risultati

Risultati fasi precedenti:  

Since 2008, the Project set in place the foundations for a modernized and coherent local planning system in BiH which enables vertical connectivity of local development with higher government levels‘ strategic priorities. Today, nearly 65 of all 145 municipalities and all 10 cantons are part of the system through adopted integrated development strategies. The Project introduced entity public Financing Mechanisms, which heil align available public resources with community priorities as defined in local strategies. Since 2014, the entity Government-owned financing mechanisms improved the quality of services for over 103‘OOO citizens, ensured income for 2400 people and created 529 new jobs. Seed funding and inter-municipal initiatives improved service delivery and income generation for over 190‘OOO citizens in the areas of waste disposal services, agricultu ral production, tourism development, a. o.. The level of externally mobilized financial resources for strategy implementation against the annual municipal budget in ILDP supported municipalities reached 40% in 2015 in average. Entity institutions improved transparency, efficiency and eftectiveness of public management, as per EU standards.
