Contesto |
In 2016, after years of standstill, the EU integration process has been revived with the acceptance of BiH‘s membership application, a promising step towards socio-economic reforms. However the political will to face the many unfinished tasks, ‚ is not really manifest, politicians and political parties pursuing rather own interests than responding to citizens‘ needs. Slow economic growth, increasing inequalities and frozen conflict, aggravated by complex governance and poor public sector performance should be addressed. BiH still does not have a consolidated country-wide development planning and management System in place enabling country-wide quality strategic planning which could more effectively attract financial resources for investments and contribute to improved public service delivery. Main challenges remain the inexistent entity development strategies, underdeveloped legal and methodological frameworks, disconnection between strategies and budgets. Citizens‘ engagement in development decision-making is not sufficient. Previous ILDP phases provide a solid basis to tackle these challenges, also under adverse circumstances. |
