Social inclusion and improvement of living conditions for Roma, Ashkali and Egyptians and other vulnerable groups in Kosovo
In order to improve the social inclusion of Roma, Ashkali and Egyptians (RAE) in Kosovo, the single phase project will develop their livelihoods through ensuring better access to educational opportunities, enhanced children rights and protection, upgraded housing conditions and more income generation prospects. The project will complement these grassroots activities with policy interventions, in the education and child protection components, to ensure ownership and sustainability through institutionalization.

- Policy dialogue on institutionalization of after-school support programs is developed through strategic coalition and partnership building and the establishment of an exchange structure between old authorities, civil society and donors
- Technical assistance to Ministry of Education, Science and Technology facilitates the elaboration of sublegal acts, standardized curriculum and accreditation of teacher‘s assistant qualification programs for after-school support
- Sub-legal acts on standards for child protection, referral and complaint mechanisms are developed by the Office for Good Governance, Ministry of Labor and Social Welfare, Ministry ot Internal Affairs and Ombudsperson
- Municipalities include and jointly implement (i) dweller driven house up-grading model for improvement of local infrastructure and housing conditions; (ii) after-school support; and (iii) case management round tables, community council groups (CCG)s for child rights as part of their action plans
- Young Roma, Ashkali and Egyptians are more competitive in labor market and have better access to jobs in the public and private sector through career guidance, professional training and job mediation

The majority of the RAE population in Kosovo is struggling in the vicious circle of poverty caused by missing employment opportunities, lack of adequate education, lack of decent housing conditions, limited access to public services and multiple-discrimination. Although the bigger portion of the disproportionate livelihood opportunities tor RAE communities is to be blamed on discrimination and unequal treatment, the economic perspective of these communities depends considerably on their equal participation in the education system.
The project aims to improve the social inclusion of the RAE communities through institutionaiized afterschool support programs and an improved child protection system, as well as through enhanced capacities of governmental institutions and local civil society to develop and implement successful models for social inclusion as part of the National Roma, Ashkali and Egyptian lnclusion Strategy and Action Plan.
Theory of change: If policies at central and local government levels are more inclusive and better implemented, if access to and attendance of schooling is improved, if children are more systematically protected, if housing and living conditions are enhanced, and if more income is sustainably generated, then Roma, Ashkali and Egyptian communities will be more socially included and integrated in Kosovo.

During the previous SEM-financed project over the years 2013-2016, 1,010 primary schooi students per year were provided with supplementary educational support through the 22 established Learning and After-School Centers (LASC) in the 11 target municipalities. 1,770 scholarships have been provided to secondary school students. The project has improved the living conditions of 230 families. More than 1,670 people have benefited from improved basic intrastructure in settlements. 624 children have benefited from child protective services. Around 200 employments were mediated by the project, 234 young individuals have completed professional trainings and 73 families have been provided with small grants for micro businesses.
