UNHCR is one of Switzerland’s key multilateral partners due to its unique mandate by the General Assembly of United Nations to provide protection and assistance to refugees, asylum seekers, refugee returnees, and stateless persons. The strategic direction 2022-26 concretise the overall mandate of UNHCR for the upcoming years. Contributing to these directions allows Switzerland to achieve in particular the human development goal defined in the Dispatch to Parliament on International Cooperation for 2021-24.

SDC funding to ICRC operations allows the International Committee of the Red Cross (ICRC) to respond proactively and to provide immediate protection and assistance for people affected by armed conflict and other situations of violence. In line with the Good Humanitarian Donorship (GHD) principles, Switzerland recognizes the necessity of predictable and flexible funding to respond to changing needs in humanitarian crises.
Myanmar: Fostering Food Security, Food Systems and Inclusive Business Programme (FOSTER)

COVID-19 and the military coup have had a significant negative impact on the food security and economic resilience of the people of Myanmar. FOSTER addresses both issues in an innovative way, engaging with the private sector and civil society in conflict and crisis-affected areas and combining emergency relief activities with longer-term market system and skills development initiatives, which is an opportunity for Switzerland to test new initiatives to stay engaged.

With this contribution, Switzerland helps to ensure that crisis-affected/vulnerable women, men and children receive timely, targeted and life-saving assistance. The number of persons in need of immediate humanitarian relief assistance has been growing rapidly in Myanmar. The Myanmar Humanitarian Fund strives to rapidly respond to those new emergency needs, thanks to a good global overview of the needs and a logic of accessing hard to reach areas and neglected zones.

Gulf of Mottama Project

The unique mudflat ecosystem of the Gulf of Mottama is one of the most important mudflat ecosystems in the world. Communities relying on it as a source of livelihood and the impact of climate change threaten its biological integrity. Building on Switzerland’s specific expertise in Southeast Myanmar, the project aims to conserve the wetland’s unique biodiversity, strengthen climate change adaptation and provide vulnerable communities with sustainable livelihoods and markets.

Against historic levels of food security due to conflicts, climate change and COVID-19, Switzerland supports annually in 28 SDC priority countries operations of the World Food Programme (WFP) to provide humanitarian and development assistance. It funds indistinctively Country Strategy Plans, incorporating all WFP programmes or projects, based on affected population needs and potential synergies with other local partners, especially national governments and civil society.

WFP/UNHAS common services for Southeast Asia during COVID-19

Contribution by two funding entities (Humanitarian Aid and South Cooperation) to support WFP/UNHAS in Southeast Asia in the framework of the COVID-19 Global Humanitarian Response Plan in terms of passenger services, light cargo and MEDEVAC. With passenger planes and air ambulances (air base: Subang/Kuala Lumpur) the freedom of movement of humanitarian and development workers as well as other supporters to the Global Humanitarian Response Plan who got into “land-locked” situations where no commercial capacity is available or possible to use is enhanced by WFP/UNHAS’ air or sea transport services.

Women and Girls First

SDC up-scales the “Women and Girls First” program of its priority partner UN Population Fund in southern Shan, where no other donor is present. The program strengthens government, civil society and ethnic health providers’ systems to be responsive to the needs of young people related to sexual reproductive health and rights. It improves access to comprehensive gender-based violence, mental health and psychosocial support services, and enhances social cohesion.

Culture for Development - Myanmar

The project aims (i) to support freedom of expression and cultural identity, (ii) to promote skills and jobs in arts and culture. This will contribute to support socio-economic development and to strengthen social cohesion. Covid-19 has massively eroded livelihoods and carries a further risk for fundamental freedoms and civil society participation. The support to the culture sector is a relevant complement and leverage to Switzerland’s current interventions for peace, democracy and sustainable development in Myanmar.

Livelihoods and Food Security Fund - LIFT

The Livelihoods and Food Security Fund (LIFT) is a multi-donor fund, coordinating and contributing aid to rural development in Myanmar. Within its strategy period 2019-2023 LIFT will benefit 3.7 million additionl people with a strong focus on leaving no one behind, while working on more inclusive government policies and supporting the private sector. As chair for the LIFT Fund Board in the coming 12 months, Switzerland will ensure LIFT’s conflict-sensitivity and benefit from additional access to key decision makers.
