Public Financial Management Ghana, Reform Accounting


The PFM Reform Strategy Accounting Project supports the Government of Ghana in the implementation of International Public Sector Accounting Standards (IPSAS). It integrates into an active World Bank project, closes gaps, and complements it to contribute to the implementation of a sound financial reporting and accounting practice.

Contesto

Sound public accounting increases transparency and accountability by providing accurate and complete information on Government financial positions, a crucial element in the decision making process on resource allocation. It is therefore key to any efficient and effective PFM system. The current economic context of Ghana particularly warrants improved accounting to strengthen fiscal and macroeconomic planning. The focus of the Ghana PFM Reform Strategy for the years 2016 to 2020 consequently lays on achieving full IPSAS compliance by 2020.

Obiettivi

Improve the quality of government financial reporting and accounting across national and subnational levels of government by contributing to the adoption of accrual-based IPSAS. Improve the quality of the government's public sector entities’ general-purpose financial reporting, leading to better-informed assessments of their resource allocation decisions. The PFM RESTRAP will finance policy implementation activities that will allow the government to provide accurate, comprehensive, and reliable financial information. Ultimately, this will improve the transparency and efficiency of the government’s financial management.

Unified chart of accounts prepared to meet GFS, budget and IPSAS needs- operational policies for GFS, PIM, and budget established.

Fixed asset ledger compiled- Stock-take of commitments and contingencies completed- Valuation methodologies established

Transactions processed in accordance with selected IPSASs

IPSAS certification program and IPSAS based Continuing Professional Development (CPD) program for public sector accountants and auditors is developed and accredited

IPSAS certification curriculum, as well as CPD, is implemented with systems and facilities in place
