ICVA, Core Contribution 2017-2019
By supporting ICVA, Switzerland contributes to strengthen dialogue and engagement among diverse humanitarian actors. Targeting NGO’s, UN agencies, Member States and intergovernmental organizations, ICVA aims to improve synergies between policy discussions at the global level (especially Geneva), humanitarian hubs - mainly in the ‘global south, with the realities of field operations.

| Contesto |
Humanitarian actors and affected populations have called for change: a more efficient and inclusive humanitarian system; adequate and accessible resourcing; respect for humanitarian principles and international law; increased localization of aid; better accountability to affected populations; and synergy between humanitarian and development aid. Increased NGO engagement in the governance of the humanitarian sector directly benefits affected populations. NGO contributions help close the gap between field realities and global policies, while reinforcing collective approaches for improved coordination and efficiency. However, despite implementing up to 80% of humanitarian work, NGOs often remain excluded from key humanitarian decision-making structures and processes. The humanitarian sector continues to place decision-making authority with a small group of UN entities, donors and select international NGOs (INGOs). The majority of NGOs remain limited in their ability to understand, participate in and influence humanitarian decision-making. |

Risultati principali attesi: Pillar 1 expected result: NGOs have increased knowledge of humanitarian policies and architecture, and ability to engage in the development of the aid sector. Pillar 2 expected result: NGOs participate in defining and influencing the development of the humanitarian sector and its policies. Pillar 3 expected result: NGOs are better equipped to increase their participation in the coordination of humanitarian operation at the field level. Risultati fasi precedenti: Advocacy and information sharing continued to be ICVA’s main priorities. ICVA aims to provoke important debates and contribute to increased transparency and accountability among humanitarian actors. Facilitating NGO access to the UN and other structures is key to ICVA and its members. ICVA continues to be the focal point for NGO interventions and lobbying initiatives on humanitarian issues to many UN fora. ICVA is able to act as an influential voice of the NGO community in the Inter-Agency Standing Committee (IASC, the UN’s main humanitarian coordination body), UNHCR’s Standing and Executive Committees, as well as several other bodies. |
