I conflitti, la violenza e le violazioni dei diritti umani sono tra le principali sfide in materia di lotta contro la povertà e la fragilità in senso lato. Le fragilità di uno Stato sono caratterizzate dall’incapacità del governo di garantire la sicurezza dei cittadini e di assicurare i servizi pubblici di base, oltre che dall’assenza di una relazione costruttiva tra governo e popolazione.

Più di 40 Paesi in tutto il mondo, per un totale di circa 1,5 miliardi di abitanti, presentano situazioni di fragilità o sono dilaniati da violenze e conflitti. Entro il 2030, oltre l’80% dei poveri del pianeta potrebbe trovarsi a vivere in contesti fragili se non si intraprendono sin da ora azioni più concertate.

La fragilità rappresenta un grave ostacolo alla realizzazione dell’Agenda 2030 per uno sviluppo sostenibile. Per lottare contro la fragilità è importante comprenderne tutte le sfaccettature ed elaborare approcci differenziati secondo i contesti tenendo conto dell’intero spettro delle problematiche, comprese quelle più delicate e sensibili.

Agire nei contesti fragili

La Svizzera intensifica il proprio impegno allo scopo di prevenire e gestire le conseguenze di crisi, catastrofi e fragilità. Il suo obiettivo è assegnare la metà dei propri aiuti bilaterali ai contesti caratterizzati da conflitti o fragilità.

Le attività della DSC nei contesti fragili

Le attività della Svizzera si iscrivono nell’ambito della promozione di società pacifiche, eque e inclusive. Il nostro Paese si impegna direttamente a favore del principio del «non lasciare indietro nessuno» (leave no one behind).

Caratteristiche dei contesti fragili

Gli Stati e le regioni fragili sono caratterizzati da istituzioni deboli, elevati livelli di povertà, violenza, corruzione e arbitrio. Le fragilità sono riscontrabili sia nel contesto dello sviluppo e della transizione sia in quello delle crisi umanitarie.

Promuovere società pacifiche e inclusive

Focus su SDG 16+ per promuovere società pacifiche, eque e inclusive per uno sviluppo sostenibile e per combattere i conflitti.

Prevenzione dei conflitti e di tutte le forme di violenza

La prevenzione dei conflitti violenti ha lo scopo di evitare eventuali nuovi conflitti e di impedire l’insorgere di nuovi focolai di violenza. Consiste non solo nell’impedire le crisi, ma anche nell’affrontarne le cause.

West Africa, NRC/NORCAP, Strengthened regional and interagency capacity in GBV humanitarian programming and coordination

As the intensity and numbers of large-scale emergencies have continued to increase, the Regional Emergency GBV Advisors (REGA) Initiative was launched in 2014 to improve the capacity of all humanitarian actors to adequately address GBV. The advisor will complement emergency responses teams and complement the work of the REGA in crises situations across West Africa. The advisor will be appointed through the Norwegian Refugee Council and assigned within UNFPA Regional bureau in Dakar, Senegal.

Strengthening Human Rights Protection Mechanisms in Khyber Pakhtunkhwa

This project will improve the protection of rights of the people in KP by strengthening the provincial human rights protection mechanisms. This will be achieved by strengthening the capacity of line departments to manage the rights related responsibilities that were devolved from the federal to the provincial government, by developing a human rights policy, and by raising awareness among civil society on the protection responsibilities of the government.

Renforcement de la cohésion sociale et de la résilience des populations dans la region de Ménaka

Après la signature d'un accord de paix entre les groupes d'oppositionj armés et le gouvernement du Mali, et en dépit d'un contexte sécuritaire dtendu, un retour progressif des populations déplacées se fait remarqué. Dace à la défradation des conditions de vie et des moyens d'existence liée aux aléas climatiwues et au conflit, la capacité de résilience des populations d'est beaucoup affaiblie. Ce projet, dans sa deuxième phase, vise à renforcer les capacités des acteurs locaux à mieux prévenir et gérer les conflits communautaires, et adopter des stratégies de résilience face aux crises.

The South East of Afghanistan has largely remained at the margins of the development efforts of the past decade. Widespread poverty, weak institutions and scarce public services characterize the environment. The Sustainable Livelihoods and Social Development Project (SLSD) aims to improve the living conditions of poor rural families through irrigation infrastructures, agriculture techniques and income generation activities and by strengthening basic public service delivery.

Colombia Information Management and Analysis Unit (CIMAU)

Colombia has been suffering from a protracted armed conflict, which affected the living conditions of over 7.5 million people. Colombia has a historic opportunity to achieve a peace agreement with the FARC-EP guerrilla in 2016, entering into a transition period out of conflict into local peace and statebuilding. In this post-conflict context, a data management system, taking into account not only humanitarian, but also peacebuilding and development needs is crucial to contribute to a more strategic decision making and better alignment and harmonization.

Colloque régional de l’Union Africaine « Radicalisation et extrémisme religieux violent au Sahel »

Le Sahel connaît depuis plusieurs années une recrudescence de l’extrémisme violent, avec des groupes terroristes et criminels capables d’élargir leur zone d’opération et de recrutement à des populations jusqu’ici épargnées par les phénomènes de radicalisation. La Suisse souhaite renforcer ses liens avec l’Union Africaine et lui apporter son soutien pour l’organisation de deux colloques au Mali et au Tchad, visant à renforcer la position des leaders religieux et traditionnels comme acteurs de paix et à sensibiliser contre les dangers de l’instrumentalisation des religions. 


Joint Peace Fund (JPF)

The Joint Peace Fund (JPF) is a multi-donor fund for joint action in, on and around the peace process, bringing together conflict parties (GoM and armed groups), civil society organizations and international donors. The JPF is managed by the United Nations Office for Project Services (UNOPS) and a Technical Secretariat from the Nordic International Support Foundation (NIS). As there is no peace without development and no development without peace, this fund is crucial for a concerted action of all stakeholders.

Mali/OIM : Initiatives de stabilisation communautaire pour les populations affectées par le conflit au Nord du Mali

Après la signature de l’Accord pour la paix et la réconciliation au Mali le 15 mai 2015, les mouvements de retour croissant des personnes déplacés internes mettent en exergue la fragilité de leur condition de vie qui se caractérise par la faiblesse de leurs moyens financiers, limitant leurs accès aux services sociaux de base. Ce projet vise à améliorer leurs conditions de vie et favoriser leur retour et leur réintégration socio-économique.

ACF Réponse intégrée MAS Bangui 2016-17

Par son appui financier au projet d’ACF de réponse intégrée préventive et curative face à la sous-nutrition aiguë sévère sur Bangui et sa périphérie en période post-crise, la DDC souhaite contribuer à la réduction de la mortalité infantile par un renforcement de la prise en charge de la malnutrition aiguë sévère dans la ville de Bangui et les districts sanitaires de Begoua et Bimbo, et pallier aux défaillances du système sanitaire.

SDC Program in the oPt supports Diakonia's International Humanitarian Law Resource Centre (IHLRC) catering to t demand for accurate, objective and principled legal analysis on International Humanitarian Law (IHL) in the oPt, and makes it accessible to Third States and other parties, whose policies and international aid improve compliance with international law. This intervention is in line with the Swiss Foreign Policy in the Region and SDC Cooperation Strategy 2015-2018 that aims to promote respect for International Law, to ensure protection by all duty-bearers of the rights of the Palestinian population.
