High Impact micro-infrastructure Projects (HIMII)
The project will support the Palestinian national and local authorities in responding to the needs of the vulnerable and war-affected communities in the Area C of the West Bank and the Gaza Strip through improved access to basic infrastructures, with the aim of strengthening their resilience. SDC partners, the Palestinian Ministry of Local Governance (MoLG), and its implementing body, the Municipal Development and Lending Fund (MDLF), will enable selected municipalities to provide quality services to vulnerable communities. MDLF, a national fund created and monitored by the World Bank, is well known for its effective, transparent and efficient implementation of projects through municipalities, especially for infrastructures.

- Contribute to improved access to basic infrastructure for marginalised communities in the West Bank and Gaza Strip (outcome of the National Local Government Programme and MDLF)
- Contribute to improved capacity of local government units to provide essential services to marginalised communities (outcome of Municipal Development Program and MDLF).
- Contribute to enhance the legitimacy of the Palestinian Government of Consensus in Gaza
- Basic public infrastructures and facilities, including schools, roads, water networks, and sewage network and treatment plants are built or rehabilitated.
- In the Gaza Strip, selected war damaged municipalities’ basic infrastructures are being rebuilt or rehabilitated.

The oPt, especially in Area C of the West Bank as well as marginalised communities in the Gaza Strip, suffers from years of neglect and de-development under prolonged occupation. The Israeli authorities, as administrative body responsible to provide public services to the population under occupation, falls short of its duty to ensure communities access to land, and proper planning and building permits to develop infrastructures that meet their essential needs. Furthermore, the ability of local Palestinian authorities to provide services to their population has been reduced because of the planning regime established by Israel, affecting the resilience of the population and increasing the risks of displacement in area C. |
