I conflitti, la violenza e le violazioni dei diritti umani sono tra le principali sfide in materia di lotta contro la povertà e la fragilità in senso lato. Le fragilità di uno Stato sono caratterizzate dall’incapacità del governo di garantire la sicurezza dei cittadini e di assicurare i servizi pubblici di base, oltre che dall’assenza di una relazione costruttiva tra governo e popolazione.

Più di 40 Paesi in tutto il mondo, per un totale di circa 1,5 miliardi di abitanti, presentano situazioni di fragilità o sono dilaniati da violenze e conflitti. Entro il 2030, oltre l’80% dei poveri del pianeta potrebbe trovarsi a vivere in contesti fragili se non si intraprendono sin da ora azioni più concertate.

La fragilità rappresenta un grave ostacolo alla realizzazione dell’Agenda 2030 per uno sviluppo sostenibile. Per lottare contro la fragilità è importante comprenderne tutte le sfaccettature ed elaborare approcci differenziati secondo i contesti tenendo conto dell’intero spettro delle problematiche, comprese quelle più delicate e sensibili.

Agire nei contesti fragili

La Svizzera intensifica il proprio impegno allo scopo di prevenire e gestire le conseguenze di crisi, catastrofi e fragilità. Il suo obiettivo è assegnare la metà dei propri aiuti bilaterali ai contesti caratterizzati da conflitti o fragilità.

Le attività della DSC nei contesti fragili

Le attività della Svizzera si iscrivono nell’ambito della promozione di società pacifiche, eque e inclusive. Il nostro Paese si impegna direttamente a favore del principio del «non lasciare indietro nessuno» (leave no one behind).

Caratteristiche dei contesti fragili

Gli Stati e le regioni fragili sono caratterizzati da istituzioni deboli, elevati livelli di povertà, violenza, corruzione e arbitrio. Le fragilità sono riscontrabili sia nel contesto dello sviluppo e della transizione sia in quello delle crisi umanitarie.

Promuovere società pacifiche e inclusive

Focus su SDG 16+ per promuovere società pacifiche, eque e inclusive per uno sviluppo sostenibile e per combattere i conflitti.

Prevenzione dei conflitti e di tutte le forme di violenza

La prevenzione dei conflitti violenti ha lo scopo di evitare eventuali nuovi conflitti e di impedire l’insorgere di nuovi focolai di violenza. Consiste non solo nell’impedire le crisi, ma anche nell’affrontarne le cause.

Community Security Initiative (CSI)

The OSCE Community Security Initiative (CSI) is the principal security response of the international community to the June 2010 inter-ethnic violence in southern Kyrgyzstan. The CSI project support dialogue between the police and communities and between communities themselves. An assessment made in 2012 shows that the project has contributed to decreasing tensions in the region, as the presence of the CSI Police Consultants encouraged the police and the communities to engage in a dialogue.

Media Diversity Institute: Study Tour to Switzerland

The overall objective of the ongoing project “Promoting Freedom of Expression, Diversity and Inclusion in Morocco” is to contribute to ensuring that Moroccan media policies, legislation and practices enable and encourage diversity of voices and opinion, as well as to reflect diversity of Moroccan society and allow freedom of expression for everyone. This SG complements the ongoing MDI project and allows an increased technical exchange and learning effect (Swissness).

Contribution to the programme of Iamaneh (Est)

The program of IAMANEH Switzerland addresses women and children in Western Africa and the Western Balkans in order to secure their access to quality primary health services, to grant safe motherhood and birth, to offer protection and safety from violence and health damaging practices and to allow informed choice with regard to family planning and prevention. Advocacy work contributes to the improvement of frame conditions for health and the securing of a sustainable health and social protection system in these regions.

Solidar Switzerland’s cooperation engagement contributes to poverty reduction and respect of human rights. It supports political and economical processes to improve equitable access to resources, labour and power in a globalised world. At the same time Solidar undertakes awareness raising and advocacy activities in Switzerland, in order to sensitise the Swiss public on development policy issues.

Stabilisation des communautés tchadiennes à forte concentration de migrants de retour de Libye

La crise libyenne a provoqué dès 2011 le retour dans leur pays de 130'000 Tchadiens, occasionnant d’importantes tensions sociales et une aggravation des conditions de vie déjà très précaires dans les zones d’accueil. Le projet mis en œuvre par l’OIM a pour objectif de faciliter la stabilisation dans les trois régions du nord du Tchad (Borkou, Ennedi et Tibesti) de 50 communautés (125'000 bénéficiaires) à haute concentration de migrants de retour de Libye, par la planification et la mise en œuvre conjointe de micro projets locaux par les migrants et leurs communautés d’accueil.

Victim Assistance: Access to Rehabilitation and Linking Mine Action to Development – Multiyear Contribution to SFD Appeal 2013-2014

Support to civil society organisations that offer platforms for Palestinian women and men to participate in public life and advocate for their concerns is crucial to ensure citizens’ participation in a pluralistic and democratic society. SDC partnership with The Culture and Free Thought Association in Khan Younis (Gaza) enables the institution to implement community development initiatives with youth (male and female) and other underprivileged groups in the impoverished and conservative Khan Younis area of Gaza.

Contribution to Fair and Free Local Elections 2013

The contribution to three Civil Society Organisations (CSO) aims at promoting fair and free local elections in Macedonia in 2013. The campaigns shall be supporting an atmosphere of fair, free and non-violent elections and at increasing the number of female candidates at the mayoral elections. In addition, the campaigns include the promotion of public debates between mayoral candidates, activities related to prevent the use of weapons and violence during the election campaign and on the voting day, and monitoring of the voting process.

Access to Justice in Tajikistan

Legal reform and ensuring legal security for citizens in Tajikistan are cornerstones of the transition. The project aims to improve access to justice for vulnerable people and is contributing to reforms. Through the provision of legal aid services and the monitoring of law application and implementation practices, potential issues for reform shall be identified and analyzed. Reform proposals based on these analyses shall be advocated and discussed between governmental and non governmental actors. At the same time, the awareness and capacities both of legal service users and providers will be strengthened.

La Banque Mondiale et les Nations Unies sont des partenaires clés pour le développement des pays dits fragiles ou affectés par un conflit. Le Trust Fund « Fragility and Conflict Partnership »contribue à améliorer l’efficacité de l’aide internationale dans les pays dits fragiles, il vise à améliorer la coordination entre la Banque Mondiale et les Nations Unies par le biais de projets concrets et d’initiatives institutionnelles, permettant ainsi de démontrer la valeur ajoutée d’une meilleure coopération entre ces deux institutions, dans ces contextes difficiles.
