Governance Facility (GF)

Progetto concluso

People in Nepal still suffer from weak public accountability, lack of rule of law and prevailing impunity. Switzerland, Denmark and DFID have established a sector-wide multi-donor basket facility to support public and private institutions in the governance sector, aiming at improving the rule of law, access to justice for marginalized men and women, the protection of human rights and at strengthening public accountability mechanisms for the most vulnerable people in Nepal.

Contesto

Despite some progress achieved in the governance sector during the last eight years, governance remains overall weak especially in the fields of peacebuilding and democracy, human rights, access to justice and accountability. Service delivery from the government is low and the capacity of both public institutions and Civil Society Organisations (CSOs) is weak. Donor interventions have generally focused on top down approaches supporting public institutions whereas rather little coordination has occurred in bottom up approaches.

Obiettivi

An inclusive society that respects the rights and demands of its people. This will be achieved through rule of law and long-term stability in Nepal, fostering and protecting human rights and promoting good governance.

Gruppi target

CSOs and public institutions in the governance sector are the immediate beneficiaries. Ultimately, the Nepali population and especially women, children and marginalised people will benefit in terms of increased accountability from the government and more equitable access to public services.

Effetti a medio termine
  • During the first 15 months, the GF will work with strategically selected partners in order to review and optimise the set up programmatic, financial and administrative systems of the GF.
  • The engagement with the Government of Nepal (GoN) and Civil Society will take place formally in the Board of the GF.
Risultati

Risultati principali attesi:  

  • Stronger public participation, capacities and institutional practices at national and local levels provide the foundation of sustainable peace and democracy of society
  • Poor people, especially women, girls and traditionally marginalised people have improved access to justice and security
  • Relevant national stakeholders, state and non-state promote and protect human rights as per international standards and Nepal’s own national and international commitments
  • The voices of people are better reflected in government actions and mechanisms for oversight and accountability are improved

Coordinamento con altri progetti e attori

Synergies will be fostered with the Local Governance and Community Development Project (LGCDP) and the State Building at Local Level Project (SBLL). In addition, regular exchanges will take place with the UNDP rule of law programme and the Nepal Peace Trust Fund. Synergies will be established among the project partners of each thematic component.
