Collaborative effort to address the global sanitation and hygiene challenge

The Water Supply and Sanitation Collaborative Council (WSSCC) is a member-based organization committed to address the sanitation and hygiene challenge. This SDC contribution will further at the global level the knowledge exchange, advocacy and communication on these issues. Through the Global Sanitation Fund – the Council’s operational arm – 10-25 most sanitation needy countries will be supported in implementing their national sanitation plans and strategies benefiting millions of poor people in the next 3 years (until 2020).

WSSCC is the only organisation that adresses specifically the sanitation and hygiene challenges of vulnerable populations in the most-needy countries. Its Global Sanitation Fund is the only global financing mechanism for sanitation and is therefore well positioned to be THE implementing body for SDG 6.2 on Sanitation and Hygiene. It’s secretariat is hosted by UNOPS in Geneva.

Switzerland, SDC and its Global Programme Water are strongly engaged in WASH – Water, Sanitation and Hygiene. Water and therewith Sanitation and Hygiene are key topics in the Dispatch for International Cooperation 2017 - 2020. The Council’s focus on countries with the largest gap on reaching international targets (Agenda 2030, SDGs) as well as its strategy to work with the most in need and most vulnerable within these is a further match with the Swiss focus.

By 31 December 2016, GSF met all three of its key targets set out in WSSCC’s Medium-Term Strategic Plan (MTSP). It has contributed to achieveing the following aggregated results from 13 intervention countries (GSF Progress Report 2016):

  • 12.8 Million people gained access to improved toilets
  • 15.2 Million people empowered to live in Open Defecation Free environments
  • 20 Million people gained access to handwashing facilities

This is the second CCM for WSSCC. In the previous support phase Switzerland contributed to:

WSSCC’s work on Menstrual Hygiene Management, including by joining forces with SDC Gender Focal Point and Global Program Health and thereby bringing it to the attention of the gender topic and the health sector in SDC and internationally.

Contributed to strengthening WSSCC’s governance, finance and management to be fit for the implementation of the Strategic Plan 2017-2020.

Collaborated with the WSSCC on the institutional architecture for the water goal SDG 6 in the Agenda 2030.

Initial Collaboration with WSSCC on private sector involvement, including an event in the context of the UN Global Compact Network Switzerland.

Sanitation and hygiene access / access and use. Tens of millions of previously unserved people in 10-25 sanitation-needy countries gain access to and sustainably use improved sanitation and adopt good hygiene practices (Results Framework 2017 – 2020, Contribution to SDG 6.2)

Leave No One Behind / Equality and non-discrimination. Among those who gain access, poor and marginalised groups are identified and preferentially supported.

Through these two outcomes GPW contributes to the acceleration of the realization of the Human Right on Access to Water and Sanitation.

Effetti a medio termine ottenuti dall'attuale impegno svizzero

Contribute to the WSSCC’s excellent work of the WSSCC on Menstrual Hygiene Management (focus on women and girls) and bring it to the attention of the Gender Networks, health and education sectors in SDC and internationally.

Further the WSSCC’s reaching out to the private sector at local level to small and medium size enterprises as service providers for people that want improved toilets and in particularly at global level e.g. by establishing contacts through the United Nations Global Compact and other relevant private sector initiatives and platforms.

The Netherlands (DGIS), Sweden (SIDA), Norway (NORAD), Australia (AusAid), others (Finland, Gulf States, Canada etc.) are in discussion

In addition to the “traditional” donors the Council’s secretariat is in close contact with private foundations and social impact investors.

Coordinamento con altri progetti e attori

All donors are invited to the biannual Steering Committee Meetings (April/May and November). In the April/May SC-Meeting a Donor Accountability Meeting is organized where donors exchange among themselves and with the secretariat. Since November 2016 Switzerland has a leadership role in donor coordination. Additionally most other donor representatives participate in conferences and strategic networks SDC is also part of, e.g. the World Water Week in Stockholm, the Partnership and High-Level Meetings of Sanitation and Water for All (SWA), Worldbank Global Water Security and Sanitation Partnership (GWSP). Some of them are also donors to UN-Water and the Global Integrated Monitoring Initiative. This allows to build strong alliances and a coherent approach across the organizations and will help to advance coherence and strengthening of the water and sanitation sector as a whole which is so desperately needed (systemic approach).
