ICRC Programme for Humanitarian Impact Investment (PHII) on Physical Rehabilitation
The ICRC will increase its response to the needs for physical rehabilitation especially in fragile and conflict- affected countries by raising more funds outside the traditional governmental donors of the ICRC. The Programme for Humanitarian Impact Investment (PHII) is a financing mechanism, with the aim to fund the construction and operation of physical rehabilitation centres through the mobilization of the private sector to support humanitarian outcomes. The Programme will develop new measures to improve the efficiency of physical rehabilitation centres providing services, and it will also allow to measure results. Switzerland will participate in the PHII as an Outcome Funder recompensing the ICRC for their services according to measurable results (Payment by Result Agreement, PbR).

- To support disabled people in three cities in fragile and conflict-affected countries (DR Congo, Nigeria and Mali) through access to physical rehabilitation services and to enable them to take an active part in their communities again.
- To support the ICRC in generating more funds through innovative financial mechanisms and to contribute to the diversification of the ICRC donor base.
- To ensure and increase access to physical rehabilitation of disabled people, which involves providing physiotherapy and mobility devices (prostheses, orthoses, walking aids and wheelchairs) and to contribute to the reintegration of disabled people into society.
- To improve in the long-term the overall operational efficiency of physical rehabilitation centres.
- To support the ICRC in launching the “Programme for Humanitarian Impact Investment” PHII which allows to foster the involvement of the private sector in financing humanitarian aid according to measurable results.
Construction and operation of 3 physical rehabilitations centres in Kinshasa (D.R. of the Congo), Maiduguri (Nigeria) and Mopti (Mali) (PHII Centres).
- Rehabilitation efficiency initiatives (improvement/optimizing activities) tested in 8 physical rehabilitation centres and applied in the PHII Centres.

Access to physical rehabilitation is important from a humanitarian perspective, as well as from human rights and human development perspectives. Personal mobility and the availability of assistive devices are a precondition for equal participation in and being a productive member of society. Persons with disabilities often have difficulties availing themselves of basic services, including health care, education and transportation; they also have fewer economic opportunities, forcing many of them into poverty and excluding them from day-to-day activities. Furthermore, people seeking physical rehabilitation services face several barriers. This situation is exacerbated during armed conflicts and other situations of violence. Fleeing a conflict is difficult, and people with disabilities who manage to do so may struggle with the change in terrain and/or lose their mobility aids or equipment. Despite the efforts already undertaken in this field, the ICRC states that mobility needs of people with disabilities in armed conflicts are far from being met. In conflict, fragile and development countries, only 5-15% of disabled people receive support. Funding remains a key challenge and an obstacle to increase access of disabled people to appropriate treatment to improve their situation. |
