Contexte

Under the Swiss-Romanian Cooperation Programme the European Energy Award is being introduced in four Romanian pilot cities. The European Energy Award is a quality management and certification system for municipalities committed to sustainable municipal energy, climate and transport policies. It is based on the label “Energy City”, which has originally been developed in Switzerland. Suceava, a city of 92'000 inhabitants located in the northeast of Romania, is one of the four selected pilot cities. Based on its Sustainable Energy Action Plan (SEAP) it has identified the modernization of the street lighting, which is currently responsible for a substantial part of the energy consumption in Suceava, as a priority infrastructure project. Although the public lighting system of Suceava covers the entire network of city streets, it is partially ineffective and energetically inefficient, notably because of up to 50-year-old cables in certain districts.

Objectifs

The goals of the project are to improve the quality and energy efficiency of the street lighting system in Suceava in order to enhance road safety and security as well as to save energy and costs.

Groupes cibles

The direct beneficiary of the project is the Municipality of Suceava who will save costs and thereby be able to release funds for additional improvements and energy saving measures. Indirect beneficiaries are the 92'000 inhabitants of Suceava and its visitors who benefit directly from the improved road safety and security and indirectly from the improved public finances of the city.

Activités
  • The replacement of 3816 old mercury- or sodium-vapor lamps with LED lamps, using the existing poles and cables;
  • The introduction of a telemanagement system to monitor and optimize the operation of the street lighting system.
Résultats

Résultats obtenus:  

  • 4'037 old street lamps are installed and functioning.
  • A telemanagement is operational which allows the efficient management of the public lighting system.
  • It is estimated that the CO2 emissions are reduced by 1’462 tons/year.


Principaux résultats attendus:  

  • Improved quality of the street lighting. In compliance with European standards, 3'816 old street lamps are replaced by modern LED lamps. Additionally, a telemanagement system is operational to manage the street lighting system efficiently.
  • Energy savings of over 2'087 MWh/year.
  • Reduced yearly costs for energy and maintenance by approximatively CHF 277'000.
  • CO2 emissions are reduced by over 1'462 tons/year.
