Progetto concluso

The project was aimed to strenghten the personnel capacities of all stake-holders concerning Schengen topics with a main focus on SIS and SIRENE in view of Romania's joining Schengen in March 2011. Activities included flyers for police officers, posters for the general public and counselling of the SIRENE Bureau by fedpol.

Contesto

Under the EU roadmap, Romania is expected to join Schengen on 31.03.2011. The abolition of controls at the internal borders will facilitate Bulgarian tourism. To offset the abolition of the systematic control of persons, police co-operation has been strengthened by establishing an automated search database throughout the Schengen area, each Member State having its own national centre – the SIRENE Bureau. Establishing a SIRENE Bureau that fulfils Schengen requirements and starting up the Schengen Information System (SIS) are two of the conditions for opening Schengen’s internal borders.

Obiettivi The overall objective was to ensure that Romania can join Schengen by March 2011. In co-operation with Switzerland, the project was aimed to increase the professional competence of the Romanian SIRENE Bureau officers, to prepare for the Evaluation, and to raise awareness about the effects of Schengen.

Attività Swiss assistance comprised the production and distribution of a flyer and of posters about Schengen, the support to the SIRENE Bureau in preparing for the Schengen evaluation as well as counselling this Bureau in implementing the evaluation's recommendations.
Risultati

Risultati raggiunti:  

  •  Law enforcement and other MAI personnel (border police, national police, gendarmerie and immigration officers) fully informed about all relevant Schengen rules and regulations
  • The large public and civil society organizations are better informed about Schengen principles
