EU-Switzerland Financial Regulatory Dialogue held in Bern

The Swiss State Secretariat for International Financial Matters and the European Commission held their 2017 Financial Regulatory Dialogue on October 19 in Berne. The Dialogue was co-chaired by Jörg Gasser, State Secretary for International Financial Matters, and Olivier Guersent, European Commission's Director General for Financial Stability, Financial Services and Capital Markets Union. Participants included staff from the European Commission, European Supervisory Authorities, Single Resolution Board, the Swiss federal administration, the Swiss National Bank and the Swiss Financial Supervisory Authority FINMA.

Luxembourg foreign minister Jean Asselborn in Bern for talks

Luxembourg and Switzerland have close, long-standing relations. To celebrate the 100th anniversary of the establishment of the Grand Duchy’s first diplomatic representation in Switzerland, the foreign minister of Luxembourg, Jean Asselborn, visited Bern on 10 October 2017 to hold talks with Federal Councillor Didier Burkhalter, head of the Federal Department of Foreign Affairs, and Federal Councillor Simonetta Sommaruga, head of the Federal Department of Justice and Police. The discussions focused on aspects of European policy, migration foreign policy, European security policy, the fight against terrorism and cooperation within the United Nations.

Strengthening ties between Switzerland and Italy: Didier Burkhalter and Angelino Alfano meet in Lugano on the margins of the Switzerland-Italy Dialogue Forum

The Head of the Federal Department of Foreign Affairs, Didier Burkhalter, visited Lugano on Monday, 9 October 2017 for a working meeting with Italy's Minister of Foreign Affairs, Angelino Alfano. Prior to discussing a series of pressing bilateral and multilateral issues, Mr Burkhalter and Mr Alfano opened the Forum for Dialogue between Italy and Switzerland, an initiative that seeks to strengthen ties between the two countries and promote an interchange of ideas in the political, economic, financial and cultural spheres.

Switzerland signs European declaration on eGovernment

On Friday, 6 October 2017, Federal Councillor Ueli Maurer signed a declaration on eGovernment jointly drawn up by the EU and EFTA in the context of the Ministerial eGovernment Conference in Estonia. The declaration contains five core principles for eGovernment and is intended to be a guide for further development.                

European Parliament’s PANA Committee to visit Switzerland

Illegal pharmaceuticals: Investigators from the European therapeutic products agencies meet in Switzerland

Some 80 experts from authorities in 26 countries attended a meeting of the Working Group of Enforcement Officers (WGEO) in Montreux. The two-day meeting was organised by Swissmedic, the Swiss Agency for Therapeutic Products.

Federal Council initiates consultation on tax proposal 17

The proposal will make a significant contribution to having an appealing location and thus to added value, jobs and tax receipts. The reform will additionally meet international requirements concerning corporate tax law. 

Switzerland once again a full member of partnership-funded EU innovation programmes

On 23 August, the Federal Council approved the agreements on Switzerland’s participation in the Eurostars-2 and the Active and Assisted Living research and development programmes. This means that Switzerland is once again a full member of both programmes and is co-financed by the EU. The programmes are particularly interesting for research-intensive SMEs looking to enter new European or global markets through cross-border cooperation. Switzerland’s participation in the AAL programme is one of the many measures that form part of the federal government’s Skilled Workers Initiative.

Linking of the Swiss and European emissions trading systems: big step forward

Switzerland and the European Union are preparing to link their emissions trading systems. The Federal Council approved the signing of the corresponding agreement at its meeting of 16 August 2017. The European Commission has also adopted proposals for the signature and ratification of the agreement and has submitted them to the Council of the European Union for approval. The agreement could be signed before the end of this year. Its ratification must then be approved by the Swiss and European parliaments.

President Leuthard in Copenhagen for working meeting

Ten years of the European Research Council: positive record from Swiss perspective

An event was held in Geneva on 6 July to mark the tenth anniversary of the European Research Council (ERC). The ERC awards valuable grants to excellent scientists across all disciplines to carry out pioneering research at institutions in an EU member state or associated state. Scientists active in Switzerland have been particularly successful with their applications for ERC grants. State Secretary Mauro Dell’Ambrogio praised the pioneering role of the ERC and its importance for the entire European research area – as well as for Switzerland.

Switzerland takes over EUREKA chairmanship from Norway

Business taxation dialogue with EU nearing completion

Switzerland's commitment in Croatia is in keeping with the policy it has pursued in recent years with regard to the countries of Eastern Europe to support them in their modernisation efforts. This policy is in Switzerland's economic interests, and not only strengthens relations with these countries, but also helps to create jobs. The Federal Council had announced the framework credit on 30 April 2014, when a corresponding addendum to the Memorandum of Understanding (MoU) with the EU was adopted. Parliament has yet to approve the contribution. The money should then be committed to specific projects in Croatia by the end of May 2017.

Concerted efforts for democracy and peace: President of the Swiss Confederation represents Switzerland at Council of Europe Ministerial Session

On Switzerland's invitation, the president of the Hellenic Republic visited the country on 2 May for the first time since diplomatic relations between Switzerland and Greece began 119 years ago. President of the Swiss Confederation, Mr Didier Burkhalter, and President Karolos Papoulias primarily discussed bilateral relations between the two countries and topics concerning European policy. Greece has held the rotating presidency of the Council of the European Union since the beginning of the year which will last until the end of June. Against this backdrop, Mr Burkhalter talked about the Federal Council's intended next steps regarding relations between Switzerland and the EU. The vice-president of the Federal Council, Simonetta Sommaruga (FDJP), the Greek deputy foreign minister, Dimitris Kourkoulas, and the Greek minister of tourism, Olga Kefalogianni, also took part in the meeting.

Federal Council notes recommendations of Commission of Experts on market access for financial service providers

Bern, 30.04.2014 - The Federal Council has acknowledged the results of the cantonal consultation on the reform of corporate taxation. The reform is designed to develop the Swiss tax system further and strengthen competitiveness while taking international developments into account. Switzerland should remain attractive as a tax location and companies should continue to make an important contribution to financing the tasks of the federal government, the cantons and the communes. This requires legal certainty, which only an internationally accepted tax system can deliver. The cantons support the thrust proposed by the project organisation. The Federal Department of Finance will draw up a corresponding consultation draft.

On 30 June 2015 in Zagreb, Switzerland and Croatia signed the bilateral framework agreement which regulates the substance and implementation of the Swiss enlargement contribution to Croatia. Switzerland has allocated CHF 45 million to support projects in Croatia, in particular in the fields of water treatment, supply of drinking water, research and vocational education and training.

Switzerland takes further step towards introduction of automatic exchange of information

Today, the Federal Council approved a declaration on Switzerland joining the multilateral agreement on the automatic exchange of information in tax matters. This international agreement, which was developed within the framework of the OECD, forms a basis for the future introduction of the cross-border automatic exchange of information. The question regarding the countries with which Switzerland should introduce this exchange of data is not affected by the signing of the multilateral agreement; it will be presented to Parliament separately at a later stage.

French President François Hollande to pay a state visit to Switzerland in 2015

During President Didier Burkhalter’s working visit to Paris on Thursday, the French president, François Hollande, accepted the Federal Council’s invitation to pay a state visit to Switzerland. The visit will take place next year. During their discussions, the two presidents addressed the status of Basel-Mulhouse airport. Mr Burkhalter and Mr Hollande stressed the importance of the airport’s binational character for the region as a whole.

Federal Council approves the Horizon 2020 package

In its meeting today, the Federal Council approved the agreement on Switzerland’s participation in the Horizon 2020 research programme. The agreement covers Switzerland’s partial association to the programme between 15 September 2014 and 31 December 2016. It allows researchers from Switzerland to take full part in selected parts of Horizon 2020 and to apply for the sought-after grants provided by the European Research Council. The agreement provides for Switzerland’s full association to Horizon 2020 between 2017 and 2020, provided a solution can be found to the issue of the free movement of persons.

Automatic exchange of information in tax matters: Federal Council adopts negotiation mandates with partner states

German Chancellor Merkel assures President of the Swiss Confederation Burkhalter that Germany will play a constructive part in the dialogue on EU policy

The President of the Swiss Confederation, Mr Didier Burkhalter, informed German Chancellor Angela Merkel today about the outcome of the popular vote on the mass immigration initiative and the next steps to be taken by the Federal Council to implement the new constitutional provision on immigration. Ms Merkel assured Mr Burkhalter that Germany would play a constructive part in the aspects of the discussions that touch on EU policy. The meeting with German Foreign Minister Frank-Walter Steinmeier centred on the situation in Ukraine and the possible role of the OSCE, which is chaired by Switzerland in 2014, in defusing the crisis. Mr Burkhalter will travel from Berlin to Paris, where he will meet with French Foreign Minister Laurent Fabius this evening.

Fourth Round of Swiss-EU Negotiations on Linking of Emissions Trading Systems

The fourth round of negotiations between Switzerland and the European Union on the linking of their respective CO2 emissions trading systems was held in Zurich on 8 July 2013. Further progress was made at the negotiations. The aim of completing the technical negotiations by the end of the year was corroborated.
