Today, the Federal Council initiated the consultation proceedings on the revision of the Tax Administrative Assistance Act, which provides for an easing of Swiss practices with regard to stolen data. It should now be possible to respond to requests if a foreign country has obtained the stolen data via normal administrative assistance channels or from public sources. However, administrative assistance is still not possible if a country has actively acquired the stolen data outside of administrative assistance proceedings. The proposed legislative amendment will clarify the legal situation while also taking account of international developments.

After the opening of the conference on Monday, Mr Burkhalter and his German counterpart met for bilateral talks. Mr Steinmeier then paid the President of the Swiss Confederation, Simonetta Sommaruga, a courtesy visit.

During his stay in Helsinki, Federal Councillor Didier Burkhalter held bilateral discussions with Finnish Foreign Minister Timo Soini. In addition to bilateral cooperation, the meeting focused on Switzerland's policy regarding the EU as well as the crisis in Ukraine and possibilities for rebuilding European security.

Empa, the Swiss Federal Laboratories for Materials Science and Technology, is part of the «European Nanomedicine Characterization Laboratory», a European project funded by the EU framework program «Horizon 2020». Its goal is to reach a level of international excellence in nanomedicine characterization for diseases like cancer, diabetes, inflammatory diseases or infections. This competence will be made accessible to all organizations developing candidate nanomedicines prior to their submission to regulatory agencies to get approval for clinical trials and, later on, for marketing authorization.

On 30 June 2015 in Zagreb, Switzerland and Croatia signed the bilateral framework agreement which regulates the substance and implementation of the Swiss enlargement contribution to Croatia. Switzerland has allocated CHF 45 million to support projects in Croatia, in particular in the fields of water treatment, supply of drinking water, research and vocational education and training.

On Thursday, 25 June 2015, Federal Councillor and Head of the Federal Department of Foreign Affairs Didier Burkhalter received Slovakia ’s Deputy Prime Minister and Minister of Foreign Affairs, Miroslav Lajčák, for an official visit to Switzerland. In addition to bilateral relations, the main agenda item was Switzerland’s policy on the European Union (EU). Slovakia will assume the presidency of the Council of the EU in the second half of 2016. Talks also covered various regional and multilateral issues as well as current international affairs. Afterwards, Mr Lajčák paid the President of the Swiss Confederation, Simonetta Sommaruga, a courtesy visit.

The Federal Council has taken note of the results of the consultation on continuation of the Federal Act on Cooperation with the States of Eastern Europe, which remains in force until the end of May 2017. Its renewal would enable the continuation of cooperation with those states of Eastern Europe and the former Soviet Union that are not members of the European Union. The corresponding dispatch to Parliament is expected to be submitted by the end of February 2016 at the latest.

Federal Councillor and Head of the Federal Department of Foreign Affairs Didier Burkhalter received this Tuesday the Icelandic Minister for Foreign Affairs, Gunnar Bragi Sveinsson, for an official working visit to Bern. Their talks focused on bilateral relations, Iceland's and Switzerland's policies on the European Union (EU), and various current international issues.
Bern, On Friday the Federal Council submitted to Parliament several pieces of draft legislation to implement the constitutional provisions on immigration. The Federal Council is continuing to push for a mutually agreed solution with the EU. Since it has not yet been possible to reach an agreement with the EU, however, as announced, the Federal Council is now proposing a unilateral safeguard clause to control immigration that will allow it to fix annual limits if immigration exceeds a certain level. To better utilise the resident workforce, the Federal Council also wants it to be easier for people from the asylum system who are allowed to remain in Switzerland to find employment. At the same time it approved an amendment to the Foreign Nationals Act which prevents foreign jobseekers from accessing social welfare. The Federal Council also adopted the dispatch on the extension of the Free Movement of Persons Agreement (FMPA) to Croatia. Ratification of the Croatia protocol is a requirement for Switzerland to continue to take part in the Horizon 2020 framework programme for research.
Neuchâtel, The number of employed persons in Switzerland rose by 0.5% between the 4th quarter 2014 and the 4th quarter 2015. During the same period, the unemployment rate as defined by the International Labour Organisation (ILO) increased in Switzerland from 4.1% to 4.7%. The EU's unemployment rate based on the ILO definition decreased from 10.0% to 9.1%. These are the findings from the Federal Statistical Office (FSO).
Bern - A world without poverty and in peace, for sustainable development. This is the goal of the Dispatch on International Cooperation 2017–20, which the Federal Council submitted to Parliament today. The dispatch covers development cooperation strategy, including economic and trade-policy measures, and in particular strengthens humanitarian emergency aid and Switzerland's contribution to conflict resolution. Civilian peacebuilding is also incorporated into the strategy for the first time. By combining these means effectively, Switzerland will address current emergencies and help to alleviate crises, conflicts, climate change, poverty, inequality and lack of economic prospects and prevent the accompanying displacement of populations.

The Federal Council has adopted the report on the foreign policy priorities for 2016–19. Four strategic priorities have been defined for the next legislative period. The Federal Council wishes to establish a well-regulated, partnership-based and expandable relationship with the EU and to strengthen global partnerships. Priority is also given to Switzerland's commitment to peace and security and to sustainable development and prosperity. The Federal Council also aims to expand the range of public services available to the Swiss community abroad and travellers.
Bern - Negotiations between Switzerland and the European Union (EU) on linking their emissions trading schemes have concluded. Bruno Oberle, Director of the Federal Office for the Environment (until the end of 2015), Dominique Paravicini, Deputy Director of the Directorate for European Affairs (DEA), and Jos Delbeke, Director General of the EU’s Directorate-General for Climate Action, have initialled the agreement. The expansion of the international CO2 market by linking national or regional emissions trading schemes can provide an effective means of combating climate change.

The number of Swiss citizens living abroad that were registered at a Swiss representation in a foreign country on 31 December 2015 numbered 761,930. In 2014 the number was only 746,885. This is a further increase of 2 per cent – or 15,045 persons in exact figures – as can be seen by the latest Federal Department of Foreign Affairs FDFA statistics on the Swiss abroad.

Switzerland has signed joint declarations on the introduction of the automatic exchange of information (AEOI) in tax matters on a reciprocal basis with the British crown dependencies of Jersey, Guernsey and the Isle of Man, as well as with Iceland and Norway. Switzerland and these countries intend to start collecting data in accordance with the global AEOI standard in 2017 and to start transmitting data in 2018, after the necessary legal basis has been created in the various countries.

On 15 January, President Johann N. Schneider-Ammann met European Commission president Jean-Claude Juncker for a working meeting in Brussels, where talks focussed on the current challenges in relations between Switzerland and the EU, particularly the implementation of the constitutional provision on immigration. President Schneider-Ammann and Commission president Juncker agreed to stay in regular contact.
Bern - On 13 January 2015 the Federal Council released the 2015 Foreign Economic Policy Report. In the feature topic of the report, the Federal Council demonstrates how the Swiss government intends to provide the best possible environment for economic operators to create value added and jobs in Switzerland and to engage in innovative activities.

The Federal Council approved the 2015 Foreign Policy Report at its meeting on 13 January 2016. The report provides an overview of Swiss foreign policy and gives an account of Switzerland's most important foreign policy activities in 2015. This year's report features a chapter on Switzerland's commitment to human rights and international humanitarian law.
Berne. The popular initiative ‘on the enforcement of the expulsion of foreign criminals (the enforcement initiative)’ bypasses the legislator and restricts the powers of the courts. It therefore breaks with the principles of democracy and calls the constitutional state into question. Its provisions conflict with human rights and with the Agreement on the Free Movement of Persons (AFMP) with the EU. If accepted, it would create further uncertainty over Switzerland’s bilateral relations with its most important trade partner. The Federal Council and Parliament therefore reject the enforcement initiative.

Today, the Federal Council approved a declaration on Switzerland joining the multilateral agreement on the automatic exchange of information in tax matters. This international agreement, which was developed within the framework of the OECD, forms a basis for the future introduction of the cross-border automatic exchange of information. The question regarding the countries with which Switzerland should introduce this exchange of data is not affected by the signing of the multilateral agreement; it will be presented to Parliament separately at a later stage.

During President Didier Burkhalter’s working visit to Paris on Thursday, the French president, François Hollande, accepted the Federal Council’s invitation to pay a state visit to Switzerland. The visit will take place next year. During their discussions, the two presidents addressed the status of Basel-Mulhouse airport. Mr Burkhalter and Mr Hollande stressed the importance of the airport’s binational character for the region as a whole.

In its meeting today, the Federal Council approved the agreement on Switzerland’s participation in the Horizon 2020 research programme. The agreement covers Switzerland’s partial association to the programme between 15 September 2014 and 31 December 2016. It allows researchers from Switzerland to take full part in selected parts of Horizon 2020 and to apply for the sought-after grants provided by the European Research Council. The agreement provides for Switzerland’s full association to Horizon 2020 between 2017 and 2020, provided a solution can be found to the issue of the free movement of persons.

During its meeting today, the Federal Council adopted definitive negotiation mandates for introducing the new global standard for the automatic exchange of information in tax matters with partner states. The competent parliamentary committees and the cantons were consulted on the mandates in recent months. Negotiations with partner states should commence shortly.

The President of the Swiss Confederation, Mr Didier Burkhalter, informed German Chancellor Angela Merkel today about the outcome of the popular vote on the mass immigration initiative and the next steps to be taken by the Federal Council to implement the new constitutional provision on immigration. Ms Merkel assured Mr Burkhalter that Germany would play a constructive part in the aspects of the discussions that touch on EU policy. The meeting with German Foreign Minister Frank-Walter Steinmeier centred on the situation in Ukraine and the possible role of the OSCE, which is chaired by Switzerland in 2014, in defusing the crisis. Mr Burkhalter will travel from Berlin to Paris, where he will meet with French Foreign Minister Laurent Fabius this evening.

The fourth round of negotiations between Switzerland and the European Union on the linking of their respective CO2 emissions trading systems was held in Zurich on 8 July 2013. Further progress was made at the negotiations. The aim of completing the technical negotiations by the end of the year was corroborated.
