Bern, 26.02.2015 - Swiss Foreign Minister Didier Burkhalter received his Polish counterpart, Grzegorz Schetyna, today in Bern. Their talks focused on bilateral relations one year after the adoption of a joint declaration on closer cooperation, Switzerland's enlargement contribution to reduce economic and social disparities in the enlarged European Union (EU), and the two countries' relations with the EU.

Today, Federal Councillor Eveline Widmer-Schlumpf and Italian Finance Minister Pier Carlo Padoan met in Milan and signed a Protocol of Amendment to the double taxation agreement and a roadmap for continued dialogue on financial and tax issues. The agreement will improve relations between Switzerland and Italy in the area of finance and taxation after years of controversy and simplify the regularisation of untaxed assets before the automatic exchange of information is introduced.

The Federal Council approved the 2014 Foreign Policy Report at its meeting on 14 January 2015. The report provides an overview of Swiss foreign policy and gives an account of Switzerland's most important foreign policy activities in 2014. It contains a chapter focusing on Switzerland's OSCE chairmanship in 2014.

Today, the Federal Council adopted the 2014 Foreign Economic Policy Report. The report’s feature topic is the impact of global value added chains on the Swiss economy. In the year under review, the WTO Trade Facilitation Agreement was adopted and a new free trade agreement between Switzerland and China, in particular, entered into force. During its meeting today, the Federal Council launched two consultations on the international exchange of information in tax matters, which should also make the automatic exchange of information (AEOI) possible. One bill concerns the OECD/Council of Europe administrative assistance convention signed by Switzerland in 2013. The other bill concerns Switzerland's participation in the Multilateral Competent Authority Agreement and the AEOI implementing act. The issue of the countries with which Switzerland should establish the automatic exchange of information will be presented to Parliament separately at a later stage.

The Federal Council has opened the consultation on the continuation of the Federal Act on Cooperation with the States of Eastern Europe (Eastern Europe Cooperation Act). The current act is still valid until the end of May 2017. A timely prolongation should enable the seamless continuation of cooperation with the countries of Eastern Europe and the former Soviet Union. The consultation will last until 31 March 2015.

Like the 9 February referendum on the mass immigration initiative, Switzerland's many popular votes in 2014 have consistently captured the attention of foreign media. There has also been extensive coverage of the international conferences that have been hosted in Geneva, as well as of Switzerland's Chairmanship of the OSCE. This coverage has given Switzerland's good offices and peacebuilding efforts a much higher profile. The Swiss financial sector continues to be subject to criticism, although there have been signs of improvement this year. In the sporting arena, Switzerland's image has benefited from the national football team's strong performance in Brazil, and the Swiss victory in the Davis Cup. Finally, Switzerland continues to enjoy considerable popularity, as demonstrated by its excellent rankings in international image indices.

In all, 13 thematic funds and 28 projects totalling CHF 257 million were approved. The Swiss commitment aims to eradicate social and economic disparities in the enlarged European Union (EU).

During its meeting today, the Federal Council took due note of the final report of the group of experts on the further development of the financial market strategy. It will now analyse the report and draw its conclusions. In the future, an advisory board comprised of representatives from academia, the private sector and authorities should assess the fundamental challenges and the future prospects for the financial centre, and submit recommendations to the Federal Council where necessary.

Because of the coronavirus pandemic, the 23rd meeting of the Swiss – EU Joint Committee on the Agreement on the Free Movement of Persons (AFMP) was held today by video conference. The delegations from Switzerland and from the European Union and its member states discussed various matters relating to the AFMP’s application and development. The two partners stressed the importance of their close cooperation in managing the public health crisis.

On 15 October 2020 Federal Councillor Ignazio Cassis, head of the Federal Department of Foreign Affairs, met in Oslo with Norwegian Minister of Foreign Affairs Ine Eriksen Søreide. Mr Cassis and Ms Eriksen Søreide praised the excellent relations between Switzerland and Norway. In addition to bilateral relations, their talks focused in particular on the two countries' relations with the EU and their close cooperation within EFTA and the UN.

Livia Leu, who is currently Switzerland's ambassador in Paris, will assume the leadership of the Directorate for European Affairs (DEA) with immediate effect and will take up the post of chief negotiator for negotiations with the EU. She will receive the title of State Secretary. The Federal Council took this decision at its meeting on 14 October 2020. It also agreed to adjustments to the structure of the Federal Department of Foreign Affairs (FDFA). From 1 January, the European Affairs and Political Affairs directorates will be merged under a single State Secretariat headed by Livia Leu as the FDFA State Secretary.

Federal Councillor Ignazio Cassis, head of the Federal Department of Foreign Affairs (FDFA), will visit Norway on 15 October and Denmark on 15 and 16 October. In Oslo, Mr Cassis will meet with Norwegian Minister of Foreign Affairs Ine Eriksen Søreide. In Copenhagen, he will meet with the Danish Minister for Development Cooperation, Rasmus Prehn, and Minister for Finance Nicolai Wammen for bilateral talks.

On 6 October Federal Councillor Ignazio Cassis, head of the Federal Department of Foreign Affairs, met with Minister of Foreign Affairs of the Czech Republic Tomáš Petříček at the Lohn Manor. The meeting focused on the strength of Swiss-Czech bilateral relations and included discussions on possible areas for further collaboration. Mr Cassis and Mr Petříček also addressed a number of European and international issues. Switzerland and the Czech Republic maintain excellent economic relations and enjoy close cultural and social ties.

On 1 October Federal Councillor Ignazio Cassis participated as official speaker at the investiture of the captains regent of San Marino, a traditional ceremony that has been handed down unaltered since 1243. In his speech, the head of the Federal Department of Foreign Affairs (FDFA) restated the importance of multilateralism and international Geneva as a platform for discussion on digitalisation. The two countries also signed a memorandum of understanding committing them to work together more closely in the multilateral arena.

Switzerland responded immediately with emergency aid following a fire which devastated the refugee transit camp on the Greek island of Lesbos. Over several weeks, Swiss Humanitarian Aid focused on access to safe drinking water, medical support in the context of the COVID-19 pandemic and disaster risk reduction. It also dispatched five tonnes of relief supplies to the facility. Switzerland is ending its emergency aid activities on Wednesday 30 September, having restored access to clean drinking water for 10,000 people. It will continue its support in the form of medium and long-term assistance.

Federal Councillor Ignazio Cassis, head of the Federal Department of Foreign Affairs, met on 25 September 2020 with Liechtenstein's Minister for Foreign Affairs, Justice and Culture Katrin Eggenberger during an official visit to the Principality of Liechtenstein. The two foreign ministers discussed cross-border and bilateral relations as well as European and international issues. That evening, Mr Ignazio Cassis will give a speech on Swiss foreign policy to a group of business leaders. Mr Ignazio Cassis also met with H.S.H. Hereditary Prince Alois of Liechtenstein.

At its meeting on 11 September, the Federal Council decided on the quarantine rules for persons entering Switzerland from neighbouring countries: only those regions of neighbouring countries where the infection rate is over the limit will be added to the list of countries and areas with an increased rate of infection, not the entire country. Border regions may be exempted from inclusion on the list. In so doing, the Federal Council is responding to the rapid rise in infection numbers, while still taking account of the close interaction between Switzerland and neighbouring regions. The revised ordinance will come into force on 14 September. At the same time, the list of risk areas will be updated.

State Secretary Martina Hirayama participated by videoconference in the informal meeting of the ministers for research and innovation of the EU member states on 21 July 2020. The biannual event focused on the dialogue about joint research and innovation activities to foster a sustainable and sovereign Europe, in particular in the context of global crises such as the Covid-19 pandemic. Switzerland’s participation highlighted its commitment to the European Research Area and emphasised that it attaches great importance to generating and sharing knowledge at the international level.

Bericht des Observatoriums zum Freizügigkeitsabkommen Schweiz–EU festhält. Diese Entwicklung geht mit einem hohen Beschäftigungsgrad und einer rückläufigen Arbeitslosigkeit einher. Das inländische Arbeitskräftepotenzial wird zunehmend besser ausgeschöpft. Die Zuwanderung trägt zur Arbeitsmarktflexibilität bei und Personen, die im Familiennachzug eingewandert sind, integrieren sich gut in den Arbeitsmarkt.

The integration of greenhouse gas emissions from the aviation sector into the emissions trading scheme (ETS) is a necessary step in order to link the Swiss and European schemes. At its session on 2 June 2017 the Federal Council approved the Ordinance governing the acquisition and reporting of data from the aviation sector. In line with the intention of the European Union, it is only domestic flights in Switzerland or flights from Switzerland to member states of the European Economic Area (EEA) that are concerned.

Schneider-Ammann, the head of the Federal Department of Economic Affairs, Education and Research (EAER), met European Commission Vice President Andrus Ansip, who is responsible for the digital single market, and the Commissioner for Trade, Cecilia Malmström. The main themes included cooperation in the field of digitalisation and bilateral trade relations, particularly updating the existing bilateral agreements.

The withholding tax agreement between Switzerland and the United Kingdom will be terminated on 1 January 2017. The agreement between Switzerland and the EU on the automatic exchange of information in tax matters will enter into force on that date. On 14 November 2016, Switzerland and the United Kingdom signed a corresponding agreement in London to ensure a smooth transition between the two models.

Today, the Federal Council adopted the dispatch on the introduction of the automatic exchange of financial account information with Iceland, Norway, Guernsey, Jersey, the Isle of Man, Japan, Canada and the Republic of Korea, and submitted it to Parliament for approval. The proposal met with widespread approval in the consultation.

During its meeting today, the Federal Council adjusted the Financial Market Infrastructure Ordinance. The transitional periods for financial market infrastructures were extended by a year in line with developments in the EU.
The electorate of the United Kingdom has voted to leave the European Union in a referendum. The current regulations regarding Swiss citizens and companies will remain valid for the time being. A list of answers to frequently asked questions is available on the website of the DEA.

With the gathering this morning of the one thousand randomly selected representatives of the public for the first trips through the Gotthard Base Tunnel (GBT), the opening festivities for the world's longest railway tunnel have begun. For the festival involving half a dozen heads of state and government, everything is ready. More than 2,000 individuals from the army, police, federal government, Swiss Federal Railways, AlpTransit Gotthard (ATG) and private companies are in action. In addition, 300 media professionals have been accredited from around 20 nations, including the USA, Canada, China, Japan, Kuwait and Chile as well as Switzerland's neighbouring countries.

Federal Councillor Doris Leuthard met the transport ministers of the Alpine countries today as part of the Zurich Process. The conference was held in Lugano this year to mark the opening of the Gotthard Base Tunnel. Transport ministers from the Alpine countries meet regularly to discuss issues of transport safety as well as the modal shift policy. The presidency passed from Slovenian infrastructure minister, Peter Gašperšič, to his Italian colleague Graziano Delrio.

Today, Switzerland and the European Union (EU) have signed two agreements on Switzerland's participation in EUCAP Sahel Mali, the EU's civilian mission for the reform of the security sector in Mali, and in EUAM Ukraine, the EU advisory mission for civilian security sector reform in Ukraine. These two agreements form the basis for the secondment of Swiss civilian experts to these missions.
