Ms Leuthard, who was accompanied by Federal Councillors Alain Berset and Ignazio Cassis, and Mr Juncker reiterated the importance and diversity of bilateral relations between Switzerland and the European Union (EU). They drew a positive assessment of the progress made this year in several areas and agreed on the next steps. Ms Leuthard and Mr Juncker also reiterated their desire to develop the bilateral approach.

Federal Council approves amendment of international customs transit procedure

In 2016 rail goods transport regained market share from road transport for the fourth successive year. Transport performance by rail increased by 0.9% compared with the previous year while transport performance in road goods transport fell by 1.5%. These are some of the findings of the goods transport statistics produced by the Federal Statistical Office (FSO).

Central Mediterranean Region: Better Protection of Refugees and Migrants and the Fight against Smugglers

There is a need for stronger protection of refugees’ and migrants’ basic rights. This is a central theme of the declaration adopted in Bern on 13 November 2017 by the representatives of thirteen European and African countries situated on both sides of the Central Mediterranean Sea. The representatives met for the third meeting of the Central Mediterranean Contact Group, which was also attended by representatives of the EU, the UNHCR, the IOM and the ICRC. The participants intend to address the challenges posed by the alarming situation along the migration route to North Africa by strengthening the prevention of migrant smuggling, combating human trafficking and supporting the voluntary return of migrants to their countries of origin.

EU-Switzerland Financial Regulatory Dialogue held in Bern

The Swiss State Secretariat for International Financial Matters and the European Commission held their 2017 Financial Regulatory Dialogue on October 19 in Berne. The Dialogue was co-chaired by Jörg Gasser, State Secretary for International Financial Matters, and Olivier Guersent, European Commission's Director General for Financial Stability, Financial Services and Capital Markets Union. Participants included staff from the European Commission, European Supervisory Authorities, Single Resolution Board, the Swiss federal administration, the Swiss National Bank and the Swiss Financial Supervisory Authority FINMA.

To celebrate the 100th anniversary of the establishment of the Grand Duchy’s first diplomatic representation in Switzerland, the foreign minister of Luxembourg, Jean Asselborn, visited Bern on 10 October 2017 to hold talks with Federal Councillor Didier Burkhalter, head of the Federal Department of Foreign Affairs, and Federal Councillor Simonetta Sommaruga, head of the Federal Department of Justice and Police. The discussions focused on aspects of European policy, migration foreign policy, European security policy, the fight against terrorism and cooperation within the United Nations.

In spite of the difficult environment in the wake of the adoption of the immigration initiative, the ETH Domain was able to successfully fulfil the mandate of the Federal Council and Parliament. The attraction of the two Federal Institutes of Technology in Zurich and Lausanne continues unabated: with more than 28,500 students and doctoral students, a new record value was reached in 2014. In terms of knowledge and technology transfer, the ETH Domain with ETH Zurich, EPFL and the four research institutes PSI, WSL, Empa and Eawag also climbed record heights. However, if the ETH Domain is expected to be able to fulfil its mandate for the benefit of Switzerland as a centre of knowledge and industry, it is absolutely dependent on optimal parameters. These include planning security, stable basic funding and international openness.

French President François Hollande on state visit to Switzerland

Cross-border Commuter Statistics 2014 – Growth in the number of cross-border commuters in 2014 slightly dampened

Neuchâtel, 23.03.2015 - (FSO) - The number of foreign cross-border commuters working in Switzerland increased by 8600 persons (+3.1%) in 2014. Just over half of the cross-border commuters (52.4%) were resident in France, around a quarter (23.7%) were resident in Italy and a fifth in Germany (20.4%). In Ticino, the proportion of commuters out of all employed persons was highest at 26.2%. These are the findings of the Cross-border Commuter Statistics, conducted by the Federal Statistical Office (FSO) on a quarterly basis.

Switzerland admitted to phase 2 of Global Forum peer review

Switzerland has been admitted to phase 2 of the peer review. Such was the conclusion of the Global Forum in its report published today on the statutory framework necessary for Switzerland for administrative assistance in tax matters. The decision recognises Switzerland's efforts to comply with the international standard for the exchange of information upon request. Phase 2 of the peer review on the practical implementation of Switzerland's system should start in the fourth quarter of 2015.

Federal Council initiates two consultations on international exchange of information in tax matters

During its meeting today, the Federal Council launched two consultations on the international exchange of information in tax matters, which should also make the automatic exchange of information (AEOI) possible. One bill concerns the OECD/Council of Europe administrative assistance convention signed by Switzerland in 2013. The other bill concerns Switzerland's participation in the Multilateral Competent Authority Agreement and the AEOI implementing act. The issue of the countries with which Switzerland should establish the automatic exchange of information will be presented to Parliament separately at a later stage.

Federal Council opens consultation on the continuation of the Federal Act on Cooperation with the States of Eastern Europe

Contribution to the enlarged EU: signing of bilateral framework agreement with Croatia

On 30 June 2015 in Zagreb, Switzerland and Croatia signed the bilateral framework agreement which regulates the substance and implementation of the Swiss enlargement contribution to Croatia. Switzerland has allocated CHF 45 million to support projects in Croatia, in particular in the fields of water treatment, supply of drinking water, research and vocational education and training.

Switzerland takes further step towards introduction of automatic exchange of information

Today, the Federal Council approved a declaration on Switzerland joining the multilateral agreement on the automatic exchange of information in tax matters. This international agreement, which was developed within the framework of the OECD, forms a basis for the future introduction of the cross-border automatic exchange of information. The question regarding the countries with which Switzerland should introduce this exchange of data is not affected by the signing of the multilateral agreement; it will be presented to Parliament separately at a later stage.

French President François Hollande to pay a state visit to Switzerland in 2015

During President Didier Burkhalter’s working visit to Paris on Thursday, the French president, François Hollande, accepted the Federal Council’s invitation to pay a state visit to Switzerland. The visit will take place next year. During their discussions, the two presidents addressed the status of Basel-Mulhouse airport. Mr Burkhalter and Mr Hollande stressed the importance of the airport’s binational character for the region as a whole.

Federal Council approves the Horizon 2020 package

In its meeting today, the Federal Council approved the agreement on Switzerland’s participation in the Horizon 2020 research programme. The agreement covers Switzerland’s partial association to the programme between 15 September 2014 and 31 December 2016. It allows researchers from Switzerland to take full part in selected parts of Horizon 2020 and to apply for the sought-after grants provided by the European Research Council. The agreement provides for Switzerland’s full association to Horizon 2020 between 2017 and 2020, provided a solution can be found to the issue of the free movement of persons.

Automatic exchange of information in tax matters: Federal Council adopts negotiation mandates with partner states

During its meeting today, the Federal Council adopted definitive negotiation mandates for introducing the new global standard for the automatic exchange of information in tax matters with partner states. The competent parliamentary committees and the cantons were consulted on the mandates in recent months. Negotiations with partner states should commence shortly.

German Chancellor Merkel assures President of the Swiss Confederation Burkhalter that Germany will play a constructive part in the dialogue on EU policy

The President of the Swiss Confederation, Mr Didier Burkhalter, informed German Chancellor Angela Merkel today about the outcome of the popular vote on the mass immigration initiative and the next steps to be taken by the Federal Council to implement the new constitutional provision on immigration. Ms Merkel assured Mr Burkhalter that Germany would play a constructive part in the aspects of the discussions that touch on EU policy. The meeting with German Foreign Minister Frank-Walter Steinmeier centred on the situation in Ukraine and the possible role of the OSCE, which is chaired by Switzerland in 2014, in defusing the crisis. Mr Burkhalter will travel from Berlin to Paris, where he will meet with French Foreign Minister Laurent Fabius this evening.

Fourth Round of Swiss-EU Negotiations on Linking of Emissions Trading Systems
