The continuation of economic and trade relations between Switzerland and the United Kingdom after the UK’s withdrawal from the European Union (Brexit) is assured. Federal Councillor Guy Parmelin and the British Secretary of State for International Trade, Liam Fox, signed a bilateral trade agreement in Bern on 11 February.

The Federal Council approved the 2018 foreign policy report at its meeting on 30 January 2019. The report outlines Switzerland's main foreign policy activities in 2018, which centred on implementing the 2016–19 foreign policy strategy and Switzerland's good offices. The report on Switzerland's 2015–18 human rights foreign policy is annexed to the foreign policy report.

Federal Councillor Ignazio Cassis met Austrian Minister for Foreign Affairs Karin Kneissl during a working visit to Bern. The two ministers underlined the excellent relationship between Switzerland and Austria and discussed a number of bilateral and multilateral issues, including the Middle East. Switzerland's European policy was also on the agenda.

President Ueli Maurer signed an agreement on direct insurance other than life assurance with the British Chancellor of the Exchequer, Philip Hammond, on 25 January 2019 in Davos, as well as a road traffic agreement with Jane Owen, Her Majesty's Ambassador to Switzerland. This will ensure the seamless continuation of the current regulations in these areas even after the United Kingdom (UK) has left the EU. Depending on the exit scenario, the agreements will enter into force either at the end of March 2019 or at the end of a transitional period.

At its meeting of 16 January 2019, the Federal Council decided on the arrangements for consultations on the draft institutional agreement between Switzerland and the European Union. Interactive consultations will be held in the form of meetings with the groups concerned, providing an opportunity to explain the draft agreement and answer questions. The Federal Council will review the status of these consultations in the spring.

The Federal Department of Finance (FDF) has noted the European Commission's decision of 20 December 2018 to extend Switzerland's stock market equivalence until the end of June 2019. As a result, the FDF – based on the Federal Council Ordinance of 30 November 2018 on the Recognition of Foreign Trading Venues – has created the prerequisite to allow EU trading venues to obtain the new FINMA recognition for the time being as well.

At its meeting on 19 December, the Federal Council approved an agreement with the United Kingdom (UK) on the rights of citizens following the UK’s withdrawal from the EU (Brexit). The agreement safeguards the rights of Swiss and UK nationals acquired under the Free Movement of Persons Agreement (e.g. residence rights). This measure is part of the Swiss government’s ‘Mind the Gap’ strategy, the purpose of which is to ensure the acquired rights and obligations of citizens after Brexit.

During its meeting on 7 December 2018, the Federal Council initiated the consultation on the introduction of the automatic exchange of financial account information (AEOI) with 18 further states and territories. The implementation of the AEOI is planned for 1 January 2020, and the first exchange of data should take place in 2021. The expansion of Switzerland's AEOI network takes current international developments into account.

At its meeting on 7 December 2018, the Federal Council took note of the current outcome of the negotiations on the draft institutional agreement between Switzerland and the European Union. It also takes note of the fact that the EU considers the negotiations to have been concluded. The Federal Council considers the current outcome of the negotiations to be largely in Switzerland's interests and in line with the negotiating mandate. The Federal Council has however decided not to initial the institutional agreement for the time being, in particular in view of outstanding issues relating to the accompanying measures and the Citizens' Rights Directive. It will launch consultations on the draft agreement. The goal of these consultations will be to reach a consolidated position in order to seek further dialogue with the EU if necessary. The Federal Council will consider the status of these consultations in spring 2019.

An ERC Grant is the most prestigious award for excellent European research projects. A team with three researchers from the ETH Domain had also applied for such a grant. Today, Gabriel Aeppli from the Paul Scherrer Institute PSI, Henrik Rønnow from the Swiss Federal Institute of Technology Lausanne EPFL and Nicola Spaldin from ETH Zurich, together with their colleague Alexander Balatsky from Nordita, Stockholm University, received the contract signed by the EU confirming the extraordinary 14 million euro funding. With this funding, they will join their expertise to look into the heart of materials. Using the large research facilities at PSI, they plan to uncover new quantum effects which up to now have been overlooked or could not be seen by previously employed methods. They will also design new materials with useful quantum properties. Such new properties could be of use for data processing or data storage in the future and thus become the backbone of future electronics for the benefit of our Society.

At the end of 2020, some 343 000 cross-border commuters were working in Switzerland. This was twice as many as 25 years ago. Nearly all of them came from a neighbouring country and worked in a border canton. Although the canton of Geneva had the highest absolute number of these workers, their percentage share in total employment was largest in the canton of Ticino. These are some of the findings from the “Cross-border commuters in Switzerland 1996-2020” publication from the Federal Statistical Office (FSO).

President Guy Parmelin was received by King Carl XVI Gustaf at the start of his visit to Sweden on Monday, 14 June 2021. He then met separately with Prime Minister Stefan Löfven, Minister for Business, Industry and Innovation Ibrahim Baylan and Minister for Higher Education and Research Matilda Ernkrans, and paid a courtesy visit to Speaker of the Riksdag Andreas Norlén. The innovation agencies of Switzerland and Sweden signed a memorandum of understanding to further deepen their cooperation, which has been ongoing since 2013.

Swiss President Guy Parmelin met with President Borut Pahor during his visit to Slovenia on Wednesday 9 June. He also held talks with Prime Minister Janez Janša, Minister of Economic Development and Technology Zdravko Počivalšek and Speaker of the National Assembly Igor Zorčič. Discussions focused on bilateral matters, including the development of economic relations, and issues of European policy. Slovenia will assume the six-month rotating presidency of the Council of the European Union on 1 July.

At its meeting on 4 June, the Federal Council decided to prepare a dispatch on the unblocking of the corresponding framework credits. The dispatch will be submitted to Parliament in the autumn session.

At its meeting on 26 May, the Federal Council undertook an overall evaluation of the outcome of the negotiations on the institutional framework agreement (InstA). It concluded that there remain substantial differences between Switzerland and the EU on key aspects of the agreement. The conditions are thus not met for the signing of the agreement. The Federal Council today took the decision not to sign the agreement, and communicated this decision to the EU. This brings the negotiations on the draft of the InstA to a close. The Federal Council nevertheless considers it to be in the shared interest of Switzerland and the EU to safeguard their well-established cooperation and to systematically maintain the agreements already in force. It therefore wishes to launch a political dialogue with the EU on continued cooperation. Meanwhile, it has tasked the Federal Department of Justice and Police (FDJP) to consider how autonomous amendments to Swiss legislation might contribute to the stabilisation of Swiss–EU relations.

On 30 June 2015 in Zagreb, Switzerland and Croatia signed the bilateral framework agreement which regulates the substance and implementation of the Swiss enlargement contribution to Croatia. Switzerland has allocated CHF 45 million to support projects in Croatia, in particular in the fields of water treatment, supply of drinking water, research and vocational education and training.
In a popular vote held on 30 November 2014, 74.1% of the Swiss people and all the cantons have rejected the popular initiative «Stop overpopulation – safeguard our natural environment» (Ecopop initiative).

Today, the Federal Council approved a declaration on Switzerland joining the multilateral agreement on the automatic exchange of information in tax matters. This international agreement, which was developed within the framework of the OECD, forms a basis for the future introduction of the cross-border automatic exchange of information. The question regarding the countries with which Switzerland should introduce this exchange of data is not affected by the signing of the multilateral agreement; it will be presented to Parliament separately at a later stage.

During President Didier Burkhalter’s working visit to Paris on Thursday, the French president, François Hollande, accepted the Federal Council’s invitation to pay a state visit to Switzerland. The visit will take place next year. During their discussions, the two presidents addressed the status of Basel-Mulhouse airport. Mr Burkhalter and Mr Hollande stressed the importance of the airport’s binational character for the region as a whole.

In its meeting today, the Federal Council approved the agreement on Switzerland’s participation in the Horizon 2020 research programme. The agreement covers Switzerland’s partial association to the programme between 15 September 2014 and 31 December 2016. It allows researchers from Switzerland to take full part in selected parts of Horizon 2020 and to apply for the sought-after grants provided by the European Research Council. The agreement provides for Switzerland’s full association to Horizon 2020 between 2017 and 2020, provided a solution can be found to the issue of the free movement of persons.

During its meeting today, the Federal Council adopted definitive negotiation mandates for introducing the new global standard for the automatic exchange of information in tax matters with partner states. The competent parliamentary committees and the cantons were consulted on the mandates in recent months. Negotiations with partner states should commence shortly.

The President of the Swiss Confederation, Mr Didier Burkhalter, informed German Chancellor Angela Merkel today about the outcome of the popular vote on the mass immigration initiative and the next steps to be taken by the Federal Council to implement the new constitutional provision on immigration. Ms Merkel assured Mr Burkhalter that Germany would play a constructive part in the aspects of the discussions that touch on EU policy. The meeting with German Foreign Minister Frank-Walter Steinmeier centred on the situation in Ukraine and the possible role of the OSCE, which is chaired by Switzerland in 2014, in defusing the crisis. Mr Burkhalter will travel from Berlin to Paris, where he will meet with French Foreign Minister Laurent Fabius this evening.

The fourth round of negotiations between Switzerland and the European Union on the linking of their respective CO2 emissions trading systems was held in Zurich on 8 July 2013. Further progress was made at the negotiations. The aim of completing the technical negotiations by the end of the year was corroborated.
