Switzerland and the EU have been adapting their Direct Insurance Agreement which has existed since 1989 to the new regulatory requirements. The mixed committee with representatives from both sides adopted the changes on 3 July 2018 and brought them into effect. Thereby the agreement is also in line with the future requirements of the Swiss insurance business.

At its meeting on 4 July 2018 the Federal Council took note of the technical progress on institutional negotiations with the European Union (EU). On the basis of the existing negotiating mandate, it instructed the negotiating delegation to continue the discussions with the EU with a view to reaching agreement on the institutional issues.

Die flankierenden Massnahmen sind seit 15 und das Bundesgesetz gegen die Schwarzarbeit ist seit 10 Jahren in Kraft. Der Bericht über die Umsetzung der flankierenden Massnahmen zum freien Personenverkehr Schweiz – Europäische Union und der Bericht über den Vollzug des Bundesgesetzes gegen die Schwarzarbeit zeigen, dass die Kontrolldichte im Jahr 2017 hoch war. Lohnunterbietungen und Schwarzarbeit wurden effektiv bekämpft. Die Kontrollen erfolgten dort, wo das Risiko von Verstössen am höchsten war.

The Federal Council is committed to ensuring the European Commission indefinitely extends the stock market equivalence that it granted to Switzerland for only one year in December 2017. Today, the Federal Council adopted a contingency measure to protect Switzerland's stock exchange infrastructure if stock market equivalence is not extended. It will bring this into force only if necessary.

On Monday, 14 May, President Alain Berset was received in Latvia for a state visit. The Baltic republic is celebrating the centenary of its independence this year. The visit provides an opportunity to acknowledge the excellent bilateral relations that exist between the two countries and discuss ways of deepening them. The discussions also covered a range of international issues.

On Wednesday, 25 April, the German president, Frank-Walter Steinmeier, arrived in Switzerland for a state visit, accompanied by his wife, Elke Büdenbender, and was greeted by the Federal Council, led by President Alain Berset. Official talks focused on bilateral relations, European policy, and cooperation between the two countries in an international context. Both sides stressed the advantages arising from their intensive cooperation.

At its meeting on 28 March 2018, the Federal Council decided to initiate the consultation procedure on a second Swiss contribution to selected EU member states. With this contribution, Switzerland aims to continue to contribute to the reduction of economic and social disparities in the EU member states. Last year, the Federal Council set two priorities for this contribution: vocational education and training and migration.

During its meeting on 21 March 2018, the Federal Council adopted the dispatch on tax proposal 17 (TP17). It wishes to quickly improve matters for domestic and foreign companies with the proposal, also on the basis of international developments in terms of corporate taxation. TP17 will make a decisive contribution to Switzerland being a competitive location and thus to added value, jobs and tax receipts for the Confederation, cantons and communes.

On 9 March the Federal Council approved the agreement on Switzerland’s participation in the European funding initiative Joint Technology Initiative Electronic Components and Systems for European Leadership (JTI ECSEL). This initiative supports transboundary research and development projects in digitalisation, developing marketable products in the fields of micro- and nanoelectronics, system integration and intelligent systems. The project costs are met by the EU and by Switzerland; research institutions receive 70 per cent of their costs, SMEs between 50 and 60 per cent, and large corporations between 30 and 35 per cent.

At its meeting on 2 March 2018, the Federal Council concluded the analysis it had started on 31 January and continued at its special meeting on 21 February. The object was to take stock of developments in Switzerland's relations with the European Union (EU) by reviewing the four years of negotiations on the institutional questions concerning EU market access. The Federal Council is seeking to improve these access conditions while respecting Swiss institutions and their independence. It thus set out its negotiating strategy and affirmed its commitment to proceed swiftly to ensure legal certainty for the export industry and for the stability of Switzerland's economy and our relations with the EU. The quality of the solutions put forward and the safeguarding of Swiss interests remain the criteria by which the Federal Council will determine the success of the negotiations.

Insgesamt haben die tripartiten und paritätischen Kommissionen die Lohn- und Arbeitsbedingungen bei über 40'000 Betrieben und 158'000 Personen kontrolliert. Dank verschiedener Verbesserungen auf Gesetzesebene und der Professionalisierung der Kontrollorgane können Lohnunterbietungen nun noch gezielter und effizienter bekämpft werden. On Switzerland's invitation, the president of the Hellenic Republic visited the country on 2 May for the first time since diplomatic relations between Switzerland and Greece began 119 years ago. President of the Swiss Confederation, Mr Didier Burkhalter, and President Karolos Papoulias primarily discussed bilateral relations between the two countries and topics concerning European policy. Greece has held the rotating presidency of the Council of the European Union since the beginning of the year which will last until the end of June. Against this backdrop, Mr Burkhalter talked about the Federal Council's intended next steps regarding relations between Switzerland and the EU. The vice-president of the Federal Council, Simonetta Sommaruga (FDJP), the Greek deputy foreign minister, Dimitris Kourkoulas, and the Greek minister of tourism, Olga Kefalogianni, also took part in the meeting.

At its meeting yesterday, the Federal Council debated the interim results from the group of experts for the further development of the financial market strategy on questions concerning international market access. The experts recommended various measures to secure market access for Swiss financial service providers abroad.

Bern, 30.04.2014 - The Federal Council has acknowledged the results of the cantonal consultation on the reform of corporate taxation. The reform is designed to develop the Swiss tax system further and strengthen competitiveness while taking international developments into account. Switzerland should remain attractive as a tax location and companies should continue to make an important contribution to financing the tasks of the federal government, the cantons and the communes. This requires legal certainty, which only an internationally accepted tax system can deliver. The cantons support the thrust proposed by the project organisation. The Federal Department of Finance will draw up a corresponding consultation draft.

Following the suspension of negotiations on Switzerland’s association to Erasmus+, the Federal Council tasked the EAER with drawing up an interim solution for 2014. This was approved at today’s Federal Council meeting. The interim solution gives priority to mobility activities and is based on the principle that Switzerland wishes to regain full associate country status.

On Wednesday, the Federal Council discussed next steps with regard to the various EU-policy dossiers, following the adoption of the "against mass immigration" initiative. It has mandated the Federal Department of Foreign Affairs (FDFA) to enter into consultations with the European Union, in cooperation with the Federal Department of Justice and Police (FDJP) and in agreement with other departments concerned. In particular clarification must be obtained on how discrimination against Croatia can be avoided.

On 30 June 2015 in Zagreb, Switzerland and Croatia signed the bilateral framework agreement which regulates the substance and implementation of the Swiss enlargement contribution to Croatia. Switzerland has allocated CHF 45 million to support projects in Croatia, in particular in the fields of water treatment, supply of drinking water, research and vocational education and training.
In a popular vote held on 30 November 2014, 74.1% of the Swiss people and all the cantons have rejected the popular initiative «Stop overpopulation – safeguard our natural environment» (Ecopop initiative).

Today, the Federal Council approved a declaration on Switzerland joining the multilateral agreement on the automatic exchange of information in tax matters. This international agreement, which was developed within the framework of the OECD, forms a basis for the future introduction of the cross-border automatic exchange of information. The question regarding the countries with which Switzerland should introduce this exchange of data is not affected by the signing of the multilateral agreement; it will be presented to Parliament separately at a later stage.

During President Didier Burkhalter’s working visit to Paris on Thursday, the French president, François Hollande, accepted the Federal Council’s invitation to pay a state visit to Switzerland. The visit will take place next year. During their discussions, the two presidents addressed the status of Basel-Mulhouse airport. Mr Burkhalter and Mr Hollande stressed the importance of the airport’s binational character for the region as a whole.

In its meeting today, the Federal Council approved the agreement on Switzerland’s participation in the Horizon 2020 research programme. The agreement covers Switzerland’s partial association to the programme between 15 September 2014 and 31 December 2016. It allows researchers from Switzerland to take full part in selected parts of Horizon 2020 and to apply for the sought-after grants provided by the European Research Council. The agreement provides for Switzerland’s full association to Horizon 2020 between 2017 and 2020, provided a solution can be found to the issue of the free movement of persons.

During its meeting today, the Federal Council adopted definitive negotiation mandates for introducing the new global standard for the automatic exchange of information in tax matters with partner states. The competent parliamentary committees and the cantons were consulted on the mandates in recent months. Negotiations with partner states should commence shortly.

The President of the Swiss Confederation, Mr Didier Burkhalter, informed German Chancellor Angela Merkel today about the outcome of the popular vote on the mass immigration initiative and the next steps to be taken by the Federal Council to implement the new constitutional provision on immigration. Ms Merkel assured Mr Burkhalter that Germany would play a constructive part in the aspects of the discussions that touch on EU policy. The meeting with German Foreign Minister Frank-Walter Steinmeier centred on the situation in Ukraine and the possible role of the OSCE, which is chaired by Switzerland in 2014, in defusing the crisis. Mr Burkhalter will travel from Berlin to Paris, where he will meet with French Foreign Minister Laurent Fabius this evening.

The fourth round of negotiations between Switzerland and the European Union on the linking of their respective CO2 emissions trading systems was held in Zurich on 8 July 2013. Further progress was made at the negotiations. The aim of completing the technical negotiations by the end of the year was corroborated.
