ProCAP - Vocational Skills Development Program
Vocational skills development is key to poverty reduction in Bolivia. Since 2006, Switzerland is working in this area with important effects in training quality and amplification of coverage in rural areas. This credit is proposed to further broaden coverage (reaching marginal urban populations of 4’200 men and women) and foster sustainability by strengthening training for technical instructors (650 trained teachers with quality).

- 4’200 men and women older than 15 years will develop their productive and social capabilities for a better integration in the labor market.
- 650 instructors or trained technicians able to take on instruction in public educational centers.
- 4’000 participants’ families.
- 8’000 students who benefit from the curricula and managerial upgrades in training centers supported.
- 215’000 people from rural and marginalized metropolitan areas in which employment, income and production conditions are improved.
- An intervention strategy for marginal urban areas developed, based on which approximately 1’600 men and women from the metropolitan area of La Paz and marginal urban areas in Oruro, Cochabamba, Tarija and Potosí, have been trained.
- An offer of training for trainers is being implemented, with an initial outreach of 400 trainers and 250 instructors from urban educational centers.
- 2’600 men and women in poor rural areas have access to innovative methods of vocational and job training, which fosters the development of 150 enterprises and the strengthening of 278 productive units in 7 municipalities.
- More than 11’000 people have accessed training: 7’000 trainees and 4’000 instructors in 46 municipalities of 7 departments in the country.
- More than 11’400 students have benefited from the services of 66 public centres supported by ProCAP.
- More than 8’000 people had their skills certified by the Public Service of Certification and Competences.
- ProCAP established a space of interaction between public and private stakeholders at national and local level. At national level, this has lead to the consolidation of the Public Certification process and has allowed the integration of labour certification as a part of an integrative education system. At local level, the commitment of municipalities has guaranteed a scaling up of the interventions strengthening the sustainability of the program. Furthermore, 23 municipalities now assign 400’000 USD yearly to technical education thanks to proCAP’s interventions.

Contexte |
In Bolivia there are high levels of poverty (50 % of the population). 17% of the working population receives incomes below the national minimum wage because of low levels of training and high informality in the labor market. Bolivia has a national development plan for vocational skills development in line with the proposed activities. |
Objectifs |
To improve the living conditions of people and communities in a sustainable manner by a better access to professional qualifications, which will improve access to the labor market and capabilities to manage their own economic activities. |
