Support to Strategic UNRWA Interventions

SDC support to UNRWA (United Nations Relief and Works Agency for the Palestine Refugees in the Near East) will enable the Agency to further implement strategic interventions in support of the 2016-21 UNRWA Medium-Term-Strategy. These interventions will also strengthen the Swiss role in the Agency’s governing structure and support the leadership of its Commissioner-General. The strategic interventions will build on SDC’s comparative advantages and expertise and strengthen SDC’s role as a development-oriented donor.

Background

Switzerland is UNRWA’s recognized strategic-oriented partner. UNRWA is chronically underfunded and unable to allocate resources to strategic initiatives essential for the Agency to effectively improve and deliver its services and sustain its regional stabilizing role
Objectives

Switzerland’s enhanced influence through strategic interventions strengthens UNRWA’s performance

UNRWA itself as an institution, its 5 Mio beneficiaries and 30,000 employees
Medium-term outcomes
  • Swiss influence and qualified performance in UNRWA’s governance is strengthened
  • The process leading to the finalization and the implementation of the 2016-21 Medium Term Strategy is effectively supported
  • Initiatives promoted by UNRWA Commissioner-General to inform or support his strategic leadership are adequately supported
Results

Results from previous phases:  

  • Increased communication and trust among Advisory Commission members, which improved the capacity of members to support to UNRWA
  • Substantial progresses and improved services for refugees under the on-going Education and Resource Mobilization reforms
  • Strengthened UNRWA internal management through the Enterprise Resource Planning platform

Coordination with other projects and actors

The intervention is complementary to the General Fund contribution from the Humanitarian credit line and the long-term contribution to the reforms from the Regional Cooperation. Switzerland seeks and facilitates coordination with like-minded donors and host countries.
