Global Fund Core Contribution 2026-2028
Based in Geneva, the Global Fund is the largest multilateral provider of global health grants in low- and middle-income countries. It aims to fight AIDS, tuberculosis and malaria, and has saved 65 million lives since 2002, reducing the combined mortality of these three diseases by 61%. Amid global crises and severe cuts to global health funding, renewed international support is vital to protect these gains, foster innovation, and strengthen health security.

Furthermore, the Global Fund strengthens Geneva’s role as a global health hub and makes a significant contribution to the Swiss economy (medical products are mainly purchased in Switzerland). The Global Fund’s focus on human development and its support for marginalized populations closely aligns with Switzerland’s International Cooperation Strategy 2025-28, Host state Policy and the Swiss Health Foreign Policy 2019-28. The Global Fund exemplifies the high-impact, efficient and inclusive partnerships prioritized by the SDC particularly in the context of portfolio rationalization. 99% of its budget is allocated to programmatic activities, highlighting its efficiency. |

The Global Fund is a proven model for scaling impact by combining local leadership with global expertise and gathering governments, communities, the private sector, and other key actors. Since 2002, it has saved 65 million lives, reducing mortality from HIV/AIDS, tuberculosis, and malaria by 61% in low- and middle-income countries. With annual investments exceeding USD 5 billion, the Global Fund provides 28% of international funding for HIV/AIDS, 76% for tuberculosis and 62% for malaria. From 2002 to 2023, these investments generated an estimated USD 1.2 trillion in health benefits, USD 400 billion in productivity gains and USD 103 billion in healthcare savings. |

Switzerland has played a key role in ensuring that the Global Fund adheres to international standards and is complementary with other global institutions. Switzerland has also participated in the governance performance assessment performed by an external entity. As an Alternate Board Member for the Canada-Switzerland-Australia constituency until July 2024, Switzerland has actively supported risk management, ethical conduct, and the prevention of and response to sexual exploitation, abuse and harassment. Switzerland's financial contributions were bolstered by its expertise gained through bilateral programmes in health system strengthening, equity, health financing, malaria and HIV/AIDS. Through the BACKUP initiative, Switzerland has focused its support on the P4H Social Health Protection Network, assisting low- and middle-income countries in mobilizing and optimizing domestic health resources. |

The achievement of the primary goal of the Global Fund Strategy 2023–28 relies on four key objectives: 1. Maximizing People-centered Integrated Systems for Health to Deliver Impact, Resilience and Sustainability. 2. Maximizing the Engagement and Leadership of Most Affected Communities to Leave No One Behind. 3. Maximizing Health Equity, Gender Equality and Human Rights. 4. Mobilizing Increased Resources, in a context of financial austerity, particularly in relation to the three diseases. The strategy emphasizes the importance of improving pandemic preparedness and response based on the experience of the COVID-19 crisis. |

Switzerland’s approach strategy to influence policy is in areas where it can offer added value: 1. Reinforce countries and communities, especially the highest burden/lowest income context, to regain and sustain progress in the fight against HIV, TB and malaria. 2. Ensure essential programmatic interventions, qualitative prioritization, transition planning and financial optimization. 3. Fostering greater alignment with other global health initiatives and efficiency by increasing clarity on roles and resources commitments and by reinforcing accountability. 4.
