Membership contribution to the Multilateral Organisation Performance Assessment Network (MOPAN)

Since Switzerland annually spends approximately CHF 700 million in core contributions and multi-bi funding to multilateral organisations, it requires independent performance information on the beneficiary institutions in order to allow for an appropriate steering of its multilateral engagement. The Multilateral Organisation Performance Assessment Network (MOPAN) is the only multilateral body offering this type of assessments. As most Swiss priority organisations are covered by MOPAN, the participation in MOPAN is highly relevant.

Hintergrund

MOPAN was established in 2002 by eight countries, including Switzerland, and has been growing over the years. In 2016, MOPAN will count 17 members, which together are responsible for 95% of the Official Development Assistance (ODA) in support of the multilateral system. MOPAN is Switzerland’s key performance analysis instrument for the multilateral organisations and financial core contributions. MOPAN assessments are also the primary source of information for SDC’s Annual Multilateral Performance Assessment (AMPA), which was developed in 2013/2014 and allows to aggregate multilateral performance information for SDC’s directorate and provide a neutral source to inform the steering of institutional relationships and priorities by SDC divisions.

  • Support from MOPAN to its Members in assessing the effectiveness of the multilateral organisations that receive development and humanitarian funding
  • Strengthen the organisations’ contribution to overall greater development and humanitarian results, by generating, collecting, analysing and presenting relevant and credible information on the organisational and development effectiveness of multilateral organisations
  • Use of generated knowledge base to contribute to organisational learning within and among multilateral organisations, their direct clients, partners and other stakeholders.

Resultate von früheren Phasen:  

MOPAN membership has allowed to increase Switzerland’s capacity to strengthen its primary roles as a member and donor of multilateral organisations in terms of:

  • Its policy dialogue with the organisations;
  • Its fiduciary obligations towards the organisations;
  • Providing nurtured reporting and accountability instruments (Botschaftsmonitoring, Annual Multilateral Performance Assessment, etc.) to inform SDC senior management, parliament and other important domestic stakeholders on results achieved with and by the organisations.

Today, MOPAN key findings are much more accessible since in addition to the detailed assessments, the Network also produces lean one-pagers and summary reports for each organisational assessment, which are published on its website.
