Membership contribution to the Multilateral Organisation Performance Assessment Network (MOPAN)
The Multilateral Organisation Performance Assessment Network (MOPAN) is the only institution offering regular independent performance assessments of major multilateral organisations (MOs). MOPAN is Switzerland’s key performance analysis instrument for MOs. It enhances informed steering of the governing bodies of Switzerland’s multilateral priority organisations and ensures effective accountability for the funds provided. MOPAN contributes to a more effective multilateral system.

Hintergrund | Founded in 2002 by 8 countries (including Switzerland), MOPAN has grown to 19 members that represent approximately 86% of multilateral funding. Since 2013, the MOPAN Secretariat has been hosted at the Organisation for Economic Co-operation and Development (OECD). MOPAN produces institutional assessment reports to provide a snapshot of the performance of MOs. MOPAN members have agreed to carry out joint assessments, share information and draw on each other’s experience in monitoring and evaluation. Members value joint assessments by MOPAN since they harmonise practices, increase the leverage towards MOs, require less efforts and resources from donors and reduces the burden for the organisations. The estimated cost of an assessment is around CHF 250,000, i.e. CHF 13,160 per member and therefore MOPAN provides excellent value for money. MOPAN offers its research as a global public good so that all stakeholders can use it to help create a more effective multilateral system. A key component of the mission of MOPAN is to contribute to organisational learning within and among multilateral organisations. MOPAN embeds learning in the assessment process as well as shares learning through reports. MOPAN is appreciated by MOs and the forthcoming reports will better assess how MOs improved their performance through the assessment (process). MOPAN is Switzerland’s key performance analysis instrument for multilateral organisations. The MOPAN methodology continues to evolve to meet the demands of a changing multilateral landscape and members’ growing needs for information. |

Erwartete Resultate: 1. Independent MOPAN assessments (on average 7-8 assessments and 1-2 analytical studies yearly) 2. Specific entry points to discuss performance and possible reforms with senior management of each assessed organisation during and after the assessment process 3. New MOPAN Memorandum of Understanding (MoU) negotiated and approved in 2022 (under Swiss Chairmanship) Resultate von früheren Phasen: MOPAN membership has allowed to increase SDC/Switzerland’s capacity to strengthen its primary roles as a member and donor of multilateral organisations in terms of: a) its policy dialogue with the organisations; b) its fiduciary obligations towards the organisations; and c) providing nurtured reporting and accountability instruments (Botschaftsmonitoring, Annual Multilateral Performance Assessment, etc.) to inform SDC senior management, parliament and other important domestic stakeholders on results achieved with and by the organisations. Since 2016 MOPAN has assessed 26 of the largest multilateral organisations and will assess another 5 by the end of the current MoU period (2016-2019). Today, MOPAN key findings are much more accessible. The number of corporate-level, bilateral assessments of multilateral organisations has dropped significantly since 2015. During the previous phase Australia joined a growing list of members that are now using MOPAN data instead of undertaking their own primary data collection. |
