WFP-Secondment Logistics Capacity Development Programme Officer
Asia and the Pacific is the world’s most disaster-prone region. National Governments in the region are increasingly eager to take the lead in emergency response to natural disasters. In support of this objective, WFP aims at building emergency logistics capacities in at-risk states, and to support national and regional entities in preparing to conduct humanitarian logistics operations in an efficient and coordinated manner. The SDC secondment to the WFP Regional Office in Bangkok will support the development and implementation of an emergency logistics training program for governments and other partners.

Hintergrund |
Asia and the Pacific is the world’s most disaster-prone region. Every year, millions of people in this region are affected by natural hazards including earthquakes, tsunamis, tropical storms, flooding, landslides and volcanic eruptions. These events are becoming more frequent and severe, compounded by the effects of climate change and growing population density. National Governments in the region are increasingly eager to take the lead in emergency response to natural disasters. Strengthening of emergency logistics capacities in at-risk States through support of national and regional entities is thereby one of the main needs. The WFP 2014-2017 Strategic Plan emphasizes the importance of partnership and capacity strengthening of national and local government and regional organizations. As global lead agency for humanitarian logistics, WFP aims at building emergency logistics capacities in at-risk states. The set-up of large warehouses for prepositioning / emergency storage is part of the WFP regional strategy in South East Asia and the Pacific. |

Resultate |
Erwartete Resultate: A comprehensive capacity building strategy and training tools in support of government counterparts as well as regional organizations (e.g. ASEAN) are developed. Resultate von früheren Phasen: This is a new support by SDC. The project builds on the successful WFP experience with warehouses in Afghanistan and Pakistan for food relief prepositionning and emergency relief storage that have already been handed over to Governments. The experience showed that a comprehensive and practical training package on general and emergency logistics as well as warehouse management is key for an efficient and sustainable functioning of the facilities run by the Governments. |

As regards to Southeast Asia, the project will look into coordination with the Association of Southeast Asia Nations (ASEAN) in view of a harmonized approach for the region. Moreover, ASEAN is a potential beneficiary of the training packages (e.g. through training staff of ASEAN’s Coordinating Centre for Humanitarian Assistance on disaster management [AHA Centre]). |
