Contribution to the Global Partnership to End Violence against Children and the Safe to Learn Initiative
At least a billion children are exposed to violence yearly. Recognizing its devastating impact, world leaders committed in 2015 to end all forms of violence against children by 2030. This resulted in the launch of the Global Partnership to End Violence Against Children. It aims to contribute to a “world in which every child grows up free from violence”. A key pillar is the Partnership’s Safe to Learn Initiative that aims to end violence in and through education. Through this support Switzerland contributes to both the SDG 16 on Peace and SDG 4 on Education.

Hintergrund | Violence against children comes in many forms and occurs in all countries and contexts. It is both a human rights violation and a challenge for global public health, education, social and economic development. About 1 billion children experience some form of violence, exploitation, or harmful practice every year, representing a global economic cost of about USD 7 trillion. However, incidents of violence against children are largely preventable. Education and schools play an important role in the prevention of violence against children – but they can also be a place where violence happens. This has consequences on both children’s protection and well-being as well as on their learning. In support of the achievement of SDG 16.2 and interlinked with other SDGs and namely the education goal SDG 4, the Global Partnership to End Violence Against Children (GPEVAC) aims to end abuse, exploitation, trafficking, torture and all forms of violence against children. It operates as a platform that brings together governments, civil society, foundations, private sector and UN agencies to collectively accelerate action for the protection of children in their homes, schools, and communities. A key lever for the protection of children is education. Reason why GPEVAC launched the “Safe to Learn Initiative” dedicated to ending violence in schools. Schools have the potential to be transformative in promoting positive social norms, gender equality and a healthy environment that allows children grow, learn and develop the skills and confidence they need to lead healthy and prosperous lives. GPEVAC and its Safe to Learn Initiative are coherent with SDC’s own approach towards the protection of children, where education is an essential component of SDC’s protection work. The SDC-contribution to Safe to Learn will trigger its implementation and allow SDC to shape the initiative from the early stages both strategically and in terms of interventions on the ground. |

Resultate |
Erwartete Resultate: General GPEVAC outputs 2019 - 2021: 1. Grow demand for change: Global movement to raise awareness, increase understanding, change thinking, inspire action is catalyzed; 2. Mobilize new resources: Compelling investment case and resource mobilization to end violence is made; 3. Equip practitioners: Solutions, expertise and resources with all concerned partners are identified and shared; 4. Within the GPEVAC framework Safe to Learn envisaged outputs: i Policy and legislations that protect children from all forms of violence in and around schools are implemented ii Prevention and response at school level for safe and gender-sensitive learning environments is strengthened iii Social norms and behavior change towards positive change and gender equality to ensure schools are safe spaces for learning. Resultate von früheren Phasen: Since the start, GPEVAC has - Mobilized 26 governments as Pathfinder-countries to fulfil their commitments to keeping children safe, including by connecting policy makers and practioners and developing multi-sectoral national plans of action and roadmaps to end child violence; - In 2018, incubated the Safe to Learn Initiative and mobilized commitment of key leading organizations in education and child protection on the basis of the 2018 “Youth Manifesto”; - Extended the GPEVAC-membership to over 335 organizations from civil society, governments, bilateral/multilaterals, private sector, foundations etc. up from 270 in 2017; - Awarded $38 million in grants from the End Violence Fund to 48 partners managing 47 projects to tackle online child sexual abuse, violence against children in conflict: by the end of 2018, funding contributed to benefit more than 130,000 children worldwide to educate and raise awareness about online safety; in Nigeria and Uganda, it enabled 12 grantee partners to worked to prevent further violence against children in crises by addressing cultural norms and values detrimental to children’s rights, including key messages on the importance of children’s rights, protection from unexploded ordinance, and pathways for child welfare service provision for 679,000 children, caregivers, community members. |
