Contribution to the Review of the Program of Action of the International Conference on Population and Development (ICPD Beyond 2014 Review)
The review of the implementation of the Program of Action (PoA) of the 1994 International Conference on Population and Development (ICPD) in Cairo will reveal the progress made, but also the considerable gaps that still exist. In 2010 the UN General Assembly noted that many governments may not meet all the goals and objectives by 2014. The review will identify the challenges that remain and will help to determine which measures need to be taken at the national, regional and global level to accelerate the implementation.

Hintergrund |
The 1994 ICPD in Cairo marked a historic break with traditional discourse on population issues. With the PoA, UN member states endorsed a new strategy that emphasizes the integral linkages between population and development and focuses on meeting the needs of individual women and men, rather than on achieving demographic targets. |
Ziele |
To contribute to a systematic and global review of the implementation of the PoA of the ICPD of 1994, to identify the progress, as well as gaps and challenges and develop recommendations for key actions for the PoA of the ICPD Beyond 2014 and measures to be taken at the national, regional and global level to accelerate the implementation. |

Disadvantaged women, girls, men and boys that do not have access to sufficient information and services such as reproductive health and family planning to be able to exercise their reproductive rights and women and girls who could be victims of unwanted pregnancies, fistula and maternal deaths. |
Mittelfristige Wirkungen |
The status of the implementation of the PoA is known and political support for actions required for the full achievement of its goals and objectives is renewed and will provide the basis for the mobilization of the necessary support and resources. Best practices and lessons learned are identified and the reports with the recommendations to accelerate the implementation of the PoA widely disseminated. The Cairo agenda influenced the UN development agenda beyond 2015. |
Resultate |
Resultate von früheren Phasen: The ICPD + 15 review of the implementation of the PoA completed in 2009 found that progress has been insufficient and uneven, that the ICPD agenda has not affected the lives of all people equally. It recognized that a woman’s ability to access reproductive health and rights is not only the cornerstone of her empowerment, but is also the precondition for a stabilization of population growth and the key to sustainable development. |
