Protecting children, women and youth affected by conflict through local actors in Borno State


The protracted conflict in North East Nigeria continues to expose vulnerable populations to multiple types of violence and abuse. This initiative implemented by local NGOs focuses on building community-based systems to prevent and respond to child protection and gender-based violence (GBV) risks. In line with SDC’s commitment to localization, this initiative will foster sustainable practices and local ownership to create a lasting impact for children, GBV survivors and their communities.

Hintergrund In conflict-affected Borno State, women, men, girls and boys,  including  children  living  with  disabilities,  face compounded  challenges  amidst  unwavering  violence. The prevalence of child protection (CP) risks and gender-based violence (GBV) is alarmingly high, exacerbated by displacement,  poverty,  and  disrupted  social  structures. Perpetrators include parties to the conflict but also those close to the children, including caregivers, relatives and neighbours. The implementation  of  CP  and  GBV prevention and response measures remain inadequate. Limited access to education and economic opportunities increases  vulnerability.  Community-based  protection systems,  though  crucial,  lack  sufficient  capabilities, impeding  their  effectiveness. Moreover,  the  social  and policy environment often deters victims of CP concerns and  survivors  of  GBV  from  seeking  support, exacerbating  their  marginalization.  The  project, implemented by local NGOs, aims to address these gaps by sustainably strengthening community-based CP and GBV  prevention  and  protection  systems,  improving access  to  inclusive  education  and economic opportunities,  enhancing  communities'  capabilities  to deliver effective services, and creating a more supportive social and policy environment. 
Ziele The overall goal of the project is to create an environment where populations  affected by conflict  in  Borno  State,  Nigeria,  especially children and women, can access quality and sustainable protection services.  
Zielgruppen
  • Most  vulnerable  women,  men,  girls,  and boys  among  IDPs,  returnees,  and  host communities,  including:  Separated  and unaccompanied  children,  Children  with disabilities, Out-of-school children, Married adolescent girls and young mothers 
  • GBV survivors  
  • Parents and caregivers 
  • Religious and community leaders  
  • Community-Based  Child  Protection Committees 
  • Government  social  welfare  and  child caseworkers 
Mittelfristige Wirkungen

Outcome  1:  Improved  access  to  inclusive and  durable  Child  Protection,  Education, and GBV services for vulnerable individuals affected by insurgency and violence. 

Outcome 2: Strengthened community-based structures  and  stakeholders  creating  a sustainable, inclusive, and culturally relevant child  protection  system  that  effectively addresses CP and GBV within a supportive social and policy environment. 

Outcome  3: Enhanced  capability of implementing partners to deliver sustainable CP and GBV initiatives. 

Resultate

Erwartete Resultate:  

  • Community-based protection system strengthened Total direct beneficiaries targeted: 20’392 (below figures do not include all of the direct beneficiaries)
  • 2’400 children accessing protection services and 1’600 women and girls receiving GBV  services through a case management system 
  •  3’840 children enrolled and retained in formal schools 
  • 432 vulnerable youth enrolled in vocational training  
  • 144  community-based  CP  committee  members trained 
  • 2’880 parents and caregivers trained in family strengthening and positive parenting. 
  • 400 girls and women receiving dignity kits.  
  • 376 social workers trained on GBV management 

In addition, 500’000 people reached through community-led awareness raising on CP and GBV risks.
