PARIS21 Partnership in Statistics for Development in the 21st Century Contribution 2025-2026
The Partnership in Statistics for Development in the 21st Century (PARIS21) works with governments, international organisations, civil society, and other stakeholders to strengthen national statistical systems and improve the production, quality, availability, and use of statistics for informed, evidence-based decision making for sustainable development. This is in line with Switzerland’s promotion of reliable statistical data to allow monitoring of development efforts, the use of data for policy making and decisions based on evidence.

Background |
Reliable statistical data is a crucial element for following and monitoring development. National statistical systems (NSS) are working to provide data to allow stakeholders an informed decision making on needs, priorities and opportunities. The quality and the availability of data is not a given. In order to support NSS in increasing the quality of data, Switzerland has been a member of the Partnership in Statistics for Development in the 21st century (PARIS21) since its inception in 1999. PARIS21 is advocating for sustainable financing mechanisms for statistical systems, helping partner countries to develop National Strategies for the Development of Statistics (NSDS) and supporting NSS trough training and capacity building. PARIS21 thus contributes to a future where all individuals, particularly those from marginalized and vulnerable communities are represented in official statistics, have equal access to highquality data and are equipped with the basic skills to put it to use for informed, evidence-based decision making. |

1. Innovation and modernization: harnessing the way big data, artificial intelligence, machine learning are transforming the way NSO treat data in order to produce timely, high quality statistics 2. Capacity, Skills and Institutions: fostering continuous learning and adaptation and enhancing institutional governance frameworks to create strong agile NSOs capable of responding to emerging challenges and opportunities 3. Financing development statistics: advocate for sustainable, innovative financing mechanisms for more dynamic, resilient and inclusive statistical systems |
Results |
Expected results: • Innovative data collection and processing tools, i.e. for climate data, disaggregated gender statistics are developed and proven (Kirgizstan, Colombia) • Capacity building through targeted training for adopting and adapting new technology is undertaken (Ethiopia) • Institutional strengthening through collaborative modernization of statistical laws and governance frameworks is facilitated • technical and leadership skills of NSO staff are enhanced to enable them to effectively manage complex data demands and uphold the quality of national statistics • NSO are supported to develop and implement resource mobilization strategies by advocating for the inclusion of NSO needs in development agendas (Niger) • The Clearing House for Financing Development Data is adapted to better align with more dynamic and decentralized funding processes. • PARIS21 publishes an annual Partner Report on Support to Statistics (PRESS) highlighting funding gaps for data and advocation for support to statistics. Results from previous phases: • Setup of the PARIS21 Data for Change Foundation in Geneva to access knowledge, networks and funding from a broader array of donors and to foster collaboration • Development of an Artificial Intelligence (AI) based national language access to gender data in Rwanda to make these statistics available to local users. • Elaboration of the Gender Data Outlook 2024 to foster translation of data into equitable development. • Annual Partner Report on Support to Statistics (PRESS) • Development of a Framework for Mobilising Climate Change Data Ecosystems (CCDE) to guide data actors to create CCDE action plans. Country Profiles available for Senegal, Belize, Grenada and Laos. • The Swiss engagement with PARIS21 is a key element of collaboration between FSO and SDC, it has strengthened the international positioning off Switzerland in the critical field of data and statistics. |
