GICHD localisation project to strengthen the capacity of the Ukrainian national humanitarian demining sector


In line with the objective to help Ukraine develop national capacity in mine action and localize it in the mid-term, this project led by the Geneva International Centre for Humanitarian Demining (GICHD) assesses the capacity of Ukrainian demining organisations to implement humanitarian demining activities in a safe and efficient manner. In a second step, the project provides targeted training and capacity enhancement support to selected operators.

Contexto A quarter of Ukraine’s territory is possibly contaminated with mines and other explosive ordnance (138’503 km2). Over 80 mine action operators are already accredited, many of them small Ukrainian organisations. The strenghtening of local actors is a priority of the Government of Ukraine and in line with Switzerland’s International Cooperation Strategy. Given that many Ukrainian organisation do not yet have sufficient organisational, managerial and technical capacities and the sector still depends on international actors, targeted capacity building is necessary for their support.
Objetivos The overall objective is to sustainably strengthen the organisational, managerial and technical capacities of local Ukrainian organisations, thereby enabling further localization of the sector.
Grupos destinarios

All Ukrainian/national non-profit and commercial demining operators accredited by 1 March 2025 are eligible to partake in the capacity assessment Based on objective criteria, approx. 30 organisations are eligible.

Based on results of the capacity gap assessment, around X / Y% of operators will be identified who are most likely to succeed. These operators will be supported with targeted training.

Efectos a medio plazo
  1. A holistic overview of the current capacity gaps of national humanitarian demining organisations is provided to inform targeted technical support
  2. The technical and organisational capacities of national humanitarian demining organisations is strengthened to enable nationally led demining in line with best practice.
Resultados

Resultados previstos:  

  • A comprehensive capacity gap assessment identifying promising national operators as well as existing gaps and recommendations.
  • A minimum of 4 thematic events (trainings and workshops) delivered in-country, including a localization workshop, a grant management workshop, a proposal development training for selected operators and technical capacity-building trainings.


Resultados de las fases anteriores:   Since 2023 Switzerland has gained ample experience in the evolving humanitarian demining sector of Ukraine. Thanks to close contacts with GICHD, the support of three coordination workshops and the organisation of UMAC2024, the need for a strong local ownership is well understood, though national operators do not yet have the capacity to compete with international organisations. Mid- to long-term, a transition from an INGO-dominated sector to a more locally driven one is seen as a priority.

Coordinación con otros proyectos y actores GICHD ensures strong coordination of activities with national authorities (MoE, MoI, MoD). This project supports and complements other Swiss-supported projects in mine action, in particular the localization objective of the MAG and of the FSD interventions.
