Evaluation and Results Management Support to Multilateral Organisations

The UN Development Programme (UNDP), the UN Population Fund (UNFPA), the UN Children’s Fund (UNICEF) and the UN Entity for Gender Equality and the Empowerment of Women (UN Women) are priority partners for Switzerland’s commitment to multilateral development assistance. At the same time, results-oriented operations and evaluations are key instruments for their work. The proposed project plans to strengthen these instruments to improve the effectiveness of the above mentioned organisations.

Contexto

Many of the SDC’s priority organisations, including UNDP, UNFPA, UNICEF and UN Women, are facing quality and capacity constraints in their regional and country offices on operations planning, monitoring and evaluation. To strengthen the quality and capacity of the mentioned institutions in these areas, SDC proposes four individual partnerships with these institutions to support a number of targeted key activities, which are expected to have a positive and multipliable long-term impact on the organisations’ effectiveness. In addition, the partnership planned with UN Women aims at having a UN system-wide impact by supporting the establishment of monitoring instruments for the UN system-wide action plan (UN-SWAP) on gender equality and women's empowerment and, thus, serves as a pilot experience for UN system-wide planning and monitoring.

The proposed project is in line with the Bill on International Cooperation 2013-2016 to parliament, in particular “Wirkungsziel 7” on Switzerland’s work with multilateral organisations, and the respective implementation focus on strengthening evaluation and monitoring capacity of multilateral organisations.

 

Objetivos

The UN-System, in particular UNDP, UNFPA, UNICEF and UNWomen achieve high standards of organisational and development effectiveness due to results and impact oriented operations which are guided by solid results management and evaluations.

Grupos destinarios

Evaluation Offices and Programme Divisions as well as implementing field offices of UNDP, UNFPA, UNICEF and UN Women.

Efectos a medio plazo

1. Institutionalized strong culture of Results-Based Management, reporting, knowledge management and evaluation.

2. By 2017, the UN system meets or exceeds the standards of the UN system-wide action plan (UN-SWAP) on gender equality and women's empowerment.

Resultados

Resultados de las fases anteriores:  

The first phase in support of evaluation and results management capacities in UNDP, UNFPA, UNICEF and the World Bank Group lasted from 2009 to 2013 and provided lightly earmarked funds to the respective evaluation offices and programme divisions of the above-mentioned organisations. The primary results achieved by these organisations with SDC’s funding support were strengthened and improved Results-Based Management (RBM) capacities through the development of guidance and training, the support of evaluation quality oversight systems, and the completion of diagnostic country capacity reviews.
