Management for Development Results (MfDR), Evaluation and Results Management Support to Multilateral Organisations

There is a demand that the United Nations Development System (UNDS) is capable to measure its results in supporting partner countries to implement the 2030 Agenda. This contribution will help to strengthen the evaluation function of the UNDS as a whole as well as of selected partners of the UN system, particularly UNFPA. The intervention will in addition build national evaluation capacity via the EvalPartners Network that was set up by the United Nations Evaluation Group (UNEG).

Contexto The United Nations Development System (UNDS) must be in a position to measure its results in the implementation of the 2030 Agenda. This includes supporting partner countries in building up capacity for evaluation to measure results achieved in implementing the 2030 Agenda at the country level. The Swiss Agency for Development and Cooperation’s Global Institutions (GI) Division’s Strategic Framework 2017-2020 has a particular focus on strengthening accountability for the 2030 Agenda. Evidence gained from evaluations and results frameworks of Multilateral Organisions (MOs) improves the quality of the UN programmes and the effectiveness to support beneficiaries. Further, it strengthens accountability and provides credible information, which also enables Switzerland to fully engage in the decision making and steering process.
Objetivos
  • The UN Development System as a whole and in particular UNFPA, UNDP, UNICEF and UN Women achieve high standards of organisational and development effectiveness due to results and impact oriented operations which are guided by solid results management and evaluations.
  • The evaluation capacity to measure results achieved in implementing the 2030 Agenda at the country level is strengthened.

Efectos a medio plazo
  1. Strengthened system-wide support for the evaluation of the UNDS’ contribution to the implementation of the 2030 Agenda.
  2. Improved evaluation function of UNDP, UNICEF, UNFPA and UN Women with a focus on assessing the implementation of their new Strategic Plans (SPs).
  3. Strengthened UNFPA corporate evaluation function and evaluation capacity in particular at the decentralized level.
  4. Improved capacity to evaluate the SDGs through strengthening of national capacity for country-led evaluation systems.
Resultados

Resultados previstos:  

  • UNFPA corporate evaluations with an innovative approach delivered and lessons learnt disseminated with UNEG and others.
  • A comprehensive UNFPA RBM e-learning programme, including specific modules on evaluation is developed, rolled-out and shared with other UN Agencies and partners.
  • Online course & training materials of EvalPartners to support partner countries in measuring the implementation of 2030 Agenda.


Resultados de las fases anteriores:   The previous phase supported evaluation offices and programme divisions of UNDP, UNFPA, UNICEF and UN Women. The primary results achieved by these organisations with SDC’s funding support were strengthened and improved RBM capacities through the development of guidance, trainings and toolkits, the support of evaluation quality oversight systems and computerised monitoring and tracking systems.

Coordinación con otros proyectos y actores One part of this intervention (EvalPartners) is linked to a separate credit proposal of E&C that supports non-state actors’ evaluation capacities. Further, this activity is complementary to SDC’s partnership with the International Programme for Development Evaluation Training (IPDET) to support staff capacity building in evaluation and planning with UNDP, UNFPA, UNICEF, UN-Women.
