Contexto |
Humanitarian aid should be provided on the basis of assessed needs. Impartial, unbiased, comprehensive, context-sensitive, timely and up-to-date needs assessment and analysis are critical to support decision making in humanitarian contexts. While significant efforts have been made in the past years, the application of current approaches and tools falls short of meeting the decision-making requirements for various stakeholders for both programming and funding. And while the number of reports produced per crisis has more than doubled in the past years, the humanitarian system lacks analytical capacity. |
