EGY, Potable Water Management Programme Phase 3 - Exit Phase


The water and wastewater sector in Egypt is continues to face challenges due to underinvestment, limited governance and inefficiency. Switzerland supports the Aswan Water and Wastewater Company (AWSC) since 8 years through a combination of technical assistance, infrastructure, and awareness raising measures which have significantly improved water and wastewater provision in Aswan. The purpose of this Exit Phase is to further institutionalize the business processes previously introduced to the AWSC to ensure the quality and sustainability of water service provision.

Contexto

Egypt faces severe water poverty, with current levels of annual per capita water falling between 560-585 cubic.

Despite the Government of Egypt’s (GoE) efforts to enhance the overall performance of the water and wastewater sector in general, and in Aswan in particular, AWSC revenues are still not sufficient to cover running costs, let alone infrastructure investment costs. As a result, water supply and wastewater treatment infrastructure remain in a state of disrepair in some areas, leading to heavy leakage, inefficient pumping and degraded water quality.

Based on the Aswan Citizen’s Plan 2023-2024 utilities status, published by Ministry of Planning Economic Development and International Cooperation (MoPEDIC), around 93.6% are connected to potable water and only 34.6% are connected to sanitation services.

Objetivos An effective, efficient and reliable service provision of potable water in Aswan, with possible replication of good practices nationwide, will lead to sustainable and equal access to clean potable water. This will foster improved health and living conditions.

• 621,000 inhabitants of Aswan City will benefit from a better water service provision by AWSC.

Directly:

• 70,000 inhabitants through improved service provision.

• 1,600 students through environmental club activities (50% girls).

• 3,200 community members through awareness campaigns (50% females)

• 15-20 AWSC staff

Efectos a medio plazo

OC1: Improved potable water management and service provision at AWSC level; as well as a replication of good practices and policies in other Water and Wastewater Companies (WWCs) in Egypt through Policy Dialogue.

OC2: Enhanced quality and sustainability of service provision and equality in access to potable water between the deprived neighborhoods in the target areas and more prosperous neighborhood elsewhere in the project area.

OC3: Increased sustainability of infrastructure investments and a more water-prudent behavior in the whole AWSC service perimeter.

Resultados

Resultados previstos:  

1.1: AWSC business processes are modeled for improvement and monitored towards more effective, efficient, and reliable service provision.

1.2: AWSC capacities on the cost side are optimized with a focus on leak detection and energy saving measures.

1.3: AWSC capacities on the revenue side are optimized with the aid of an improved customer data base.

2.1: Functionality of the water supply system is maintained and preserved during and beyond the warranty period.

2.2: AWSC capacities on maintenance and operational improvements of the water supply system are improved.

3.1: AWSC public awareness and community participation teams are supported to increase awareness about hygiene, water and environmental issues among school students in PWMP target areas and beyond.

3.2: AWSC public awareness and community

participation teams are supported to promote water-prudent behavior and efficient water use among AWSC customers in PWMP target areas and beyond.

3.3: Two community assessments analyzing service satisfaction among AWSC customers are completed.


Resultados de las fases anteriores:  

70,000 inhabitants benefitted from the infrastructure works including a pumping station, a reservoir and rehabilitation of water networks.

The intensive support provided by PWMP helped AWSC to decrease the share of unbilled water from 75% to 44% of the total water provision and increase its revenues resulting in the collection of around EGP 27 million (CHF 0.46 million) per month.

While PWMP enhanced interpersonal collaboration within AWSC along defined business processes, it also improved the technical integration such as interfaces between the water use measurement, customer database, and the billing system of AWSC.

There is a potential to further improve AWSC’s reputation and relationship with customers.

However, there are external factors affecting the full recovery of operational expenses (such as economic situation of citizens influencing their capability to pay water fees, debt resolution of AWSC with public entities, and inflation), which are beyond the sphere of influence of PWMP and also AWSC management.
