Humanitarian crisis in the Democratic Republic of Congo (DRC) is among the most serious and complex in the world. However, humanitarian access is getting more and more precarious, due to security context deterioration and high politicization. The INGO Forum is committed to overcome or at least limit the impact of the diverse hindrances INGOs are facing in delivering humanitarian, transition and development assistance.

Contexto

The crisis in Democratic Republic of Congo (DRC) is still one of the largest in the world, with significant humanitarian needs still foreseen for 2022. The number of persons in need of some sort of humanitarian assistance reaches 27 million (30% of DRC population), according to the Humanitarian Response Plan 2022 (HRP). The security situation remains an important concern. With the 2023 presidential elections coming, security worries as well as risks of aid instrumentalization will remain high in the coming months and years.

In such a context, international NGOs are facing three main challenges, reducing de facto the impact of humanitarian, transition and development assistance: humanitarian access (security related, administrative and logistical), coordination and DRC crisis underfunding.

Objetivos The DRC INGO Forum will contribute to improved humanitarian, transition, and development responses through strengthened INGO coordination, thus ensuring more efficient services provided by member INGOs towards beneficiary populations.
Grupos destinarios

Direct beneficiaries: 120 organizations, members of INGO Forum and registered in DRC. New affiliations are still possible during the period 2022-2025.

Indirect beneficiaries: Congolese population living in crisis affected area and in need of humanitarian assistance ( > 27 million people).

Efectos a medio plazo
  1. Restriction to humanitarian access continues to be actively taken into consideration by humanitarian leadership, leading to concrete actions and possible improvement of humanitarian access, thanks to a stronger engagement of the Forum
  2. Access to information and INGO participation in strategic coordination fora is enhanced by the action of the Forum
  3. Major hindrances to humanitarian action in the DRC are reduced or mitigated thanks to enhance collective advocacy efforts
Resultados

Resultados previstos:  

  • 85 % of member organizations is satisfied with the Forum action
  • 30 INGOs access constraints are included in the HCT follow up matrix over the project period
  • 30 requests for administrative support (information and legal advice) from members are received and answered
  • 30 coordination meetings dedicated to access constraints are held over the project period
  • 360 strategic meetings are attended by the secretariat director
  • 9 briefing papers are updated or produced and disseminated each year

In 2020-2021, The INGO Forum:

  • Helped the INGOs solve administrative obstacles through advice, advocacy and training
  • Conducted 25 advocacy actions related to administrative hurdles
  • Produced and updated 1 contact list
  • Attended 60 strategic meetings
  • Elaborated and shared to relevant stakeholders 10 key messages
