International NGO Safety Organisation - Afghanistan (INSO)

The deteriorating security situation has become evident in 2015. While International Military Forces disengaged from the conflict, Armed Opposition Groups are now able to engage Afghan National Security Forces in more conventional warfare. Afghan National Security Forces maintained a tenuous hold over large population centers, until Armed Opposition Groups conducted a large offensive in the provincial capital Kunduz and captured it. The incident,  unprecedented in the last decade, exposed weaknesses in the security forces. NGOs are increasingly affected by the volatile context. There have been several profoundly troubling incidents in 2015 which brought the NGOs’ safety and security in question.

Humanitarian and development actors can fulfil their mandate thanks to security analysis, information, technical support and capacity building provided by the International NGO Safety Organisation.

The direct beneficiaries of this project are the 239 registered NGOs. This figure covers the vast majority of established and active international and national NGOs and aims to both: development and humanitarian workers operating in Afghanistan.
The benefitting NGOs must be registered with Afghanistan’s Ministry of Economy. Registration with the International NGO Safety Organisation requires submission of the certificate and a cover letter.

To provide a dedicated service that enables aid organisations to better understand the security environment in Afghanistan and support their security management practices.

Outcomes:

1. Information, Analysis and Advice: NGOs are provided with objective and reliable security information, analysis and advice.
2. Security Management Preparedness and Capacity Development: NGOs are supported in developing their individual security management preparedness and capacity through direct support and training.

Resultados previstos:  

Result 1: Biweekly and monthly information sharing sessions with NGOs and their Country Directors respectively and holds information sharing roundtables with registered NGOs in each region.

Result 2: Develop the Capacities of the NGOs so that they are better prepared and deliver targeted services  to NGOs in need.

The International NGO Safety Organisation was established in Afghanistan in 2002 and remains the sole organisation providing independent security information to NGOs. Under the Saving Lives together framework, the International NGO Safety Organisation and the UN Department for Safety and Security share common security resources to assist NGOs in need of information, analysis and technical support. Since 2011, the International NGO Safety Organisation has evolved into an international organisation replicating and adjusting the Afghanistan experience in nine other countries and contexts.

The International NGO Safety Organisation maintains working relationships with the Agency Coordinating Body for Afghan Relief and Development, the UN Department of Safety and Security and with the UN Office for Coordination of Humanitarian Affairs. The internal policy at the International NGO Safety Organisation requires establishing and maintaining relations with other entities such as the governmental security institutions on head office and field levels.
