An action under the office's Global Credit is a one-off contribution to a development or humanitarian endeavour, with a duration of maximum 1,5 years, i.e. no following phase. It is a flexible, efficient and transparent tool to support the implementation and further development of its Cooperation Strategy, as well as further enhancing the quality of the resulting interventions. It permits seizing opportunities to improve the visibility of the Swiss presence and the Swiss Profile in South Sudan. It also provides the means for implementing SDC's Policy on promoting culture.

Contexte

South Sudan is extremely volatile and fragile, requiring complex and conflict sensitive programming and careful studies as well as security measures, while keeping a good enough Swiss visibility. SCO, Juba reports weekly on the evolution of the context.

Objectifs

To provide SCO, Juba with a simple and flexible tool for financing actions under the Global Credit, which contribute to the outcomes mentioned below.

Groupes cibles

Vulnerable groups, in particular women, peace, justice and reconciliation, Human rights movements I initiatives, Civil Society, Think Tanks.

Effets à moyen terme
  • To respond to critical needs as regards reviewing and evaluating the Cooperation Strategy, South Sudan, 2013-2016, and related topics.
  • To initiate the appraisal of strategic options for Switzerland's role and areas of interventions beyond 2016, with particular reference to the elaboration of the Dis- patch, 2017-2020, and with a view to enhance the visibility of Swiss presence in South Sudan.
  • To respond to the requirement of the "culture percent- age" according to SDC's Policy on promoting culture
Résultats

Principaux résultats attendus:  

Studies and comparable analytical work, training events, conferences, workshops, coordination meetings, capacity development as well as micro projects (cultural and social action).

Coordination avec d'autres projets et acteurs

Actions under the Global Credit have a justification of their own and don't need to be in synergy relation with larger SDC projects. However, most of them should correspond to the main strategic domains of intervention. Special studies and CSPM & Security undertakings shall enhance knowledge on particular issues related to SDC's main- stream activities. One constant aim is to increase efficiency and enhance leverage.
