La lutte contre la faim et la malnutrition est une priorité pour la DDC. Avec l’aide alimentaire, la DDC engage des fonds humanitaires afin de sauver des vies et de soulager les souffrances.
Aide alimentaire – réduction des risques et préparation aux situations de crise
Priorités de la DDC
En tant que partie contractante aux conventions relatives à l’aide alimentaire, la Suisse fournit une aide alimentaire et contribue à améliorer la sécurité alimentaire mondiale. L’aide humanitaire de la DDC prend avant tout appui sur la collaboration avec le Programme alimentaire mondial (PAM) et sur les ONG. En 2018, les contributions de la Suisse au PAM, atteignant 75 millions de francs, ont bénéficié à 27 pays. Plus de 50% des montants disponibles ont servi à atténuer les crises alimentaires en Afrique. Les fonds restants ont été utilisés dans des pays du Proche-Orient, du Moyen-Orient et d’Asie ainsi qu’en Haïti et en Colombie.
Ces dernières années, une nouvelle modalité de l’aide alimentaire de la Confédération, sous forme d’envoi de produits laitiers suisses, a été introduite pour plus de flexibilité, et ce, dans le but d’atteindre le plus grand nombre possible de personnes en détresse. En 2017, la DDC a soutenu les programmes de 20 ONG et de trois représentations suisses dans 16 pays en livrant du lait en poudre pour 7 millions de francs suisses. Un montant supplémentaire de 13 millions de francs a été versé au PAM. Dès 2018, l’ensemble des fonds sera mis à la disposition du PAM. En Algérie et en Corée du Nord, pays où le lait en poudre est la meilleure méthode d’intervention, le PAM a acheté les produits en Suisse au niveau de prix défini pour l’exportation.
De plus, au cours de la période du message en cours (2017-2020), une compensation de 7 millions de francs sera versée pour soutenir des projets de nutrition. Ces fonds s’adressent en premier lieu aux ONG qui, dans le passé, étaient soutenues par des livraisons de lait en poudre en provenance de Suisse.
Contexte
Plus de 820 millions de personnes dans le monde sont sous-alimentées. La détérioration de la situation alimentaire mondiale est principalement due à des conflits prolongés, souvent exacerbés par des chocs climatiques tels que les sécheresses et les inondations. Les zones de conflit en Afrique subsaharienne telles que la Somalie, le Soudan du Sud, le nord-est du Nigeria, la République démocratique du Congo ainsi que le Yémen, et le Moyen-Orient sont les plus touchées. Ayant besoin d’une aide humanitaire d’urgence, les populations de ces pays sont tributaires d’un soutien alimentaire.
Le PAM travaille essentiellement selon l’approche dite «cash» qui encourage la production locale et la commercialisation des produits. Ce système offre aux bénéficiaires une plus grande liberté de choix.
Par des mesures spécifiques, la communauté internationale cherche de plus en plus à préparer les populations menacées par la famine à d’éventuelles crises.

Hurricane Ian has caused significant losses in the agricultural and fishing sector limiting the availability and access to food and affecting the livelihoods of the population in the provinces Pinar del Río, Artemisa, Mayabeque and Isla de la Juventud. With its contribution to the World Food Programme through the United Nations Plan of Action, SDC helps providing food assistance and restore food production and livelihoods to meet the needs of 798’000 severely affected people in those provinces.

Avec sa contribution au programme Chemen lavi Miyò (CLM), la Suisse répond aux besoins humanitaires et de relèvement en appuyant 200 ménages dans le Sud-Est pour les faire sortir de l’ultra-pauvreté. L’approche capitalise sur l’expérience de la Suisse et ses partenaires en Haïti et vise à réduire les inégalités, l’insécurité alimentaire et la vulnérabilité aux catastrophes naturelles.
WFP: Food assistance in Cauca. Strengthening food sovereignty and autonomy of the Nasa people

Due to the protracted armed conflict, many indigenous communities in the department of Cauca remain in a situation of vulnerability and food security crisis. The situation has worsened by internal challenges to consolidate peace, as well as by the impact of climate change, the effects of the COVID-19 pandemic and, more recently, the effects of the Ukraine crisis. In this scenario, SDC will support WFP with additional resources to complement its early recovery actions in favor of vulnerable communities, under the principle of saving lives, fostering recovery processes and strengthening their livelihoods, thus improving the food security of communities.

RBCM - Solidar Suisse Resilience Building in Central Mozambique

After having provided emergency relief and recovery support (response to Idai 2019, Chalane 2020, Eloise 2021), Solidar Suisse is assisting climate change and conflict related displaced persons and host communities in Central Mozambique with durable solutions mainly in the sectors of water, sanitation and hygiene (WASH), housing, and agricultural production, thus increasing resilience and enabling the beneficiaries to resume a normal life.
