CAR, OCHA, Humanitarian Fund Central African Republic (HF-CAR) Protection and Assistance to people affected by conflict and violence
The protracted crisis continues to affect the lives and livelihoods of Central Africans, and more than 46% of the population remains in need of protection and assistance. The HF-CAR enables the implementation of priority humanitarian responses, and the Swiss contribution enables an effective and efficient response to these needs, in its commitments to Good Humanitarian Donorship, the Grand Bargain and the Localization of Aid.

Contesto | The humanitarian context in the Central African Republic (CAR) improved in 2023 compared to the past five years, particularly in the southwest and major cities. However, persistent challenges remain, including insecurity, displacement from Sudan and Chad, climate change, and economic impacts of wars in Ukraine and Palestine. Despite some stability, the living conditions of thousands of vulnerable individuals, including women, children, and the elderly, continue to be affected. 70% of the population living below $2.15 per day, which makes CAR one of the 10 poorest countries in the world. For effective humanitarian action, planning must extend beyond immediate needs to integrate resilience and support the humanitarian-development-peace nexus by government’s coordination efforts and financial support from partners. |
Obiettivi |
The Humanitarian Fund CAR was established in 2008 as an expansion of the Emergency Response Fund. It is a country-based pooled fund (CBPF), which is a multi-donor humanitarian financing instrument managed by OCHA CAR under the responsibility and leadership of the Humanitarian Coordinator (HC). The HF-CAR makes it possible to support the HRP and to provide, through humanitarian organizations, an effective and efficient response to the priority needs of the populations affected by multiple crises and upheavals of conflict and violence in the CAR. It promotes a cooperative and coordinated approach between sectors and humanitarian organizations. It ensures holistic geographical and programmatic coverage of needs and strengthens the strategic impact of the HRP in the medium term. In fact, it tends towards the resilience of the beneficiaries, and is part of a dynamic of nexus humanitarian-development-peace in the long term. |

Risultati principali attesi: The protection and assistance needs of people affected by conflict and violence are taken care of by humanitarian organizations (UN & NGOs). Risultati fasi precedenti: In 2023, the HF allocated USD 15.8 million to 29 partners in 31 projects, assisting 926’000 people 29.5M net on projects to 33 partners for 58 projects, thus assisting 463’000 beneficiaries. It supports the operations - cooperation and coordination - of a wide range of partners who jointly assess and prioritize needs through an inclusive process. It lowers transaction costs and ensures transparency, accountability, and sound risk management. It promotes the most strategic - effective and efficient - possible use of resources in difficult circumstances (security, access). |
