Appui au ministère public bosniaque. Situation initiale: En Bosnie et Herzégovine, la justice manque d’efficacité pour combattre le crime organisé, qui dispose même de contacts au sein des organes de l’Etat. Au début de 2006 par exemple, on dénombrait ainsi 1,3 million de cas qui n’avaient pas encore été traités. La DDC a dès lors décidé d’apporter un appui au ministère public bosniaque. Objectifs: Les vingt bureaux que le ministère public possède à travers le pays doivent à l’avenir mener les enquêtes criminelles selon les normes internationales. Le High Judicial and Prosecutorial Council (HJPC), le conseil suprême de la justice et du ministère public, doit mieux assumer son devoir de surveillance. Mise en oeuvre: La direction de la justice et le ministère public du canton de Zurich accompagnent le HJPC lors de la réalisation du projet en lui fournissant des conseils et assurent la formation des procureurs. Le projet se concentre sur trois points: améliorer les méthodes d’investigation, renforcer la collaboration entre police et ministère public et rendre plus transparentes les relations publiques (plus grande ouverture à l’égard des justiciables).

The project in brief

Background	Die Justiz des Landes ist nicht effizient genug, um die organisierte Kriminalität zu bekämpfen, die auch über Kontakte zu Staatsorganen verfügt. Anfang des Jahres 2006 waren beispielsweise 1,3 Millionen noch nicht verhandelte Gerichtsfälle registriert. Die DEZA hat beschlossen, die bosnische Staatsanwaltschaft zu unterstützen.
Objectives	Die 20 Staatsanwaltschaftsbüros des Landes sollen zukünftig kriminalistische Untersuchungen nach internationalem Standard durchführen. Der «High Judicial and Prosecutorial Council» (HJPC), der oberste Rat der Justiz und Staatsanwaltschaft, soll seine Aufsichtsfunktion besser wahrnehmen.
Activities	Das Justizministerium des Kantons Zürich und die Kantonale Staatsanwaltschaft Zürich beraten den HJPC bei der Projektumsetzung und sorgen für die Ausbildung der Staatsanwälte. Das Projekt setzt an drei Punkten an: Verbesserte Untersuchungsmethoden der Staatsanwälte, verstärkte Zusammenarbeit zwischen Polizei und Staatsanwaltschaft und transparentere Öffentlichkeitsarbeit / offenerer Umgang mit Klienten.
